10-Cent Hike May Boost Supplies THE VICTORIA ADVOCATE, Saturday. April 19. 198G-7A For House Speaker Bryant Urges Limited Term Gas Supply, Cost Steady I pT "a I iii mm nmtmmmmivmmmmMmim-'' v- By CLIFFORD CAIN Advocate Staff Writer Gasoline prices and supplies locally remain steady at this time, but an expected lu-cent a gallon oil imports conservation may cause more gasoline to become available, possibly resulting in surpluses in many areas. The local situation appears to be -about the same as (or sta lions statewide which were reported by the American Auto mobile Association as having supplies at the most abundant level in 12 months. The AAA also reported Friday that motor fuel prices increased only moderately and diesel prices actually declined in some areas in the past month However, the Associated Press reported Friday that a 10-cent-a-gallon increase in gaso canidate.

Bryant said. He said he also had numerous pledges of support from candidates who are challenging incumbents or seeking "open" seats Bryant said that in 144 years only six out of 78 speakers of the Texas House have been elected to more than one" consecutjve term and only one, Clayton, has ever sought more than two consecutive terns! "It is not only appropriate, but also essential that the power of the speaker over the affairs of state be given some reasonable boundaries," he said Bryant also said that the speaker's office "is one of the few offices of state government, if not the only one, which has no specific ceiling oh' spending He noted that the House approves at the beginning of each regular legislative session a resolution setting limits on expenses for each representative along with maximum salaries that a representative may pay an employee. Currently representative's expenses are limited to about $4,500 a month with a limit of $1,300 a month for Advocate staff PhoiA ESCAPES INJURY Clyde Thomas, 49-year-old Alabama resident, escaped injury Friday afternoon when his northbound pickup truck overturned four miles northwest of Victoria on the Cuero Highway. John Bryant, D-Dallas, said Friday as he recommended that future House speakers be limited to two terms. Bryant also told a news conference that future leaders of the Texas House should have to live within a budget approved by other state representatives. Bryant is finishing out his third two-year term from a Dallas district. Clayton is running for an unprecedented fourth term as speaker. He also is under investigation by a Houston federal grand jury in connection with an FBI "sting" investigation.

Clayton has acknowledged receiving a 15,000 cash "campaign contribution" during a discussion of bidding for the state employee group insurance contract. But he said he meant to give it back. 'ihave no idea how this is going to turn out," Bryant said. "I know that Clayton is still a candidate, and as I understand it, I am the only announced candidate against him." Rep. Bill Caraway, 'D-Hous-ton, however, has announced against Clayton and claimed 31 pledges of support.

Bryant said be has 64 pledges from incumbent representatives to SUpporUwa, 'M. snpakpr even jf Clayton is a candidate. Another six incumbents would vote for him if Clayton is not a Nature Club Sets 'Walks' Golden Crescent Nature Club will conduct "warbler walks" Saturday and Sunday mornings, beginning at 7:30 am. from the Texas Zoo building in Riverside Park, and all interested persons are invited to participate. Under the program, importers of crude will pay the fee to the federal government and then be reimbursed by gasoline marketers by selling entitlements to all gasoline refiners. Miss Dewton rioted that there would be "month-to-month variances based on the volumes of oil imports and domestic gasoline production She said the conservalion fee is expected to reduce gasoline and diesel consumption and imports by 100.000 barrels per day this year and up to 250.000 bar rels per day by the end of the third year. The direct effect will raise overall consumer prices about one-half a percentage point, she said, with most of it to be reflected in May and June Although the stalewide AAA report leans toward a possible surplus, Victoria stations surveyed by telephone indicated no surplus existed, but that they were having no trouble getting diesel or gasoline of ail avail able grades, nor were they run ning short or using up future allocations Even those stations with allocation limits reported no trouble with serving their custom ers. However, a few operators said they still are try ing to con serve their weekly or monthly supplies by limiting the number of operating hours or days, so that they are not forced to borrow from the following month's allocation which could lead to spot shortages Many of the stations actually have extended operating hours because of the apparent abundance in supplies gasoline corn panics have experienced lor the past month or so.

The AAA's monthly Fuel Gauge Report based on a sur vey of 398 Texas sta tions indicated 8 percent of the stations now are operating 24 hours a day compared with 5 percent a month ago The re port said this is the highest level for such operations since las!
