foreign countries must be made on our terms and not on terms dictated by some foreign leader John Connally former Texas governor told members of the Central Texas ort Hood Chapter of the Association of the United States Army Wednesday night Connally spoke to about 600 members of the area AUSA chapter at their fall meeting at the Bend The River Ranch between Belton and Temple In answer to a question Connally said this nation should not make a treaty with Panama giving up the canal on terms dictated by Panama He said we should not have anything in the treaty that would prevent this nation's building a sea level canal in Nicaragua at any time we want to Earlier Connally said our relations with Red China should be on our own terms and not contingent upon our abrogating a prior treaty with Taiwan Connally said the primary responsibility of the United States to the rest of the world is to maintain this economic political and military strength He said we live in a world of tumult and turmoil and that people throughout the world are looking to the United States to provide the military strength the political stability and the economic strength to guarantee freedom for people over the world other country or combination of countries can ensure peace and freedom throughout the world except the United States of Connally said He urged that military strength be kept up and never be allowed to fall below that of the Soviet Union He praised the military forces of this country and said are there to defend your freedom and my is no such thing as a secure freedom without president and chief executive of ficer of the Bank of South Texas in Alice where Erck is chairman of the board The Bank of South Texas is the largest holding of banking empire which has as sets Texas Schools Officials Say AUSTIN Tex (AP) The Central Intelligence Agency channeled funds to two Texas universities in the early 1960s to support re search on human behavior officials of the schools napings were reported in a wave of violence on the eve of Mexico's independence day celebrations Twenty three time bombs exploded in Mexico City Guadalajara and Oaxaca in the span of three predawn suspected that the kidnapings and possi bly the bombings were the work of a terror group known as the 23rd of September Communist League Oaxaca officials said they found a leaflet claiming that the bombs were planted by the of the Hie leaflet reportedly said the group had become fessional to combat hunger unemploy ment and exploitation The attacks were new evidence of a shift by Mexican
