PAGE 8A WAC0 TRIBUNE WACO TEXAS TUESDAY SEPTEMBER 21 1976 Steel Exec Says ord Accepted WASHINGTON (UP1) The chief lobbyist for US Steel said he personally paid for golfing weekends for Gerald ord at a country club between 1964 and 1971 when the President was still a member of the House of Representatives William Whyte who was recently promoted to be a US Steel vice president made the admission to United Press International after former employes More Political News on Page 811 of the steel firm said ord was treated to vacations at Pine Valley Golf Club near Clementon NJ Whyte said ord had not vacationed at the lodge since he left Congress and that US Steel no longer uses it for VIP purposes ord was nominated by Richard Nixon to be Vice President succeeding Spiro Agnew in October 1973 and became President when Nixon resigned Aug 9 1974 White House Press Secretary Ron Nessen asked for a response to remarks quoted ord as saving: been a friend of Bill Whyte for 28 years I've been there twice as his friend to play golf" Nessen said ord recalled playing there in 1964 and about five years ago "He feels Bill Whyte is a personal friend who asked him to go up and play Nessen said noting also that ord and Whyte are frequent golf partners at the Burning Tree Country Club in suburban Maryland Whyte said first visit to the lodge was in the fall of 1964 At that time there was no law or congressional rule against a member of Congress accepting gifts or favors from lobbyists In 1968 the House adopted a code of ethics staling that "a member officer or employe of the House of Representatives shall accept no gift of substantial value directly or indirectly from any person organization or corporation having a direct interest in legislation before the The Internal Revenue Service said it is not against the law for a congressman to accept a gift but that the giver must file an income tax report for gifts of substantial value there is any problem it would be with the tax return of the giver" an IRS spokesman said Whyte said that during his first visit to the lodge in the fall of 1964 ord played golf with Sen Barry Goldwater of Arizona the Republican presidential nominee and that he subsequently became known as golfing companion" In October 1964 ord was chairman of the House Republican Conference He was elected House Republican leader three months later and held the post until he became vice president Whyte said he has been a friend of ord's for 24 years He said that since ord's visits to the lodge were considered personal gifts and not campaign donations they were not included in an internal company audit this summer on improper payments He said the audit listed only one $100 contribution bv a US Steel subsidiary US Steel spokesmen in Pittsburgh and Washington told UPI however that they could find no record of any such audit A check 'at the Securities and Exchange Commission which normally receives such reports also failed to turn
