BOSTON SUNDAY GLOBE MAY 16. 1982 21 5x0 Remnants A Fishing for a tax counterattack 6 9 Remnants $1 9.99 sup. duced the new tax bill on crude oil at a news By William Garland States News Service WASHINGTON In distant historical an- SPECIAL PURCHASE nals. It may be called the Lobster and Oil War of 1982. waged with vehemence (and some poetry) in the venerable halls of Congress.

An Oklahoma congressman has come up with the National Lobster Profit Sharing Act of 1982, a salty counterattack to a northern col- plush remnants their borders," he said during a speecn on the House floor late last week. Following McCurdy's statement, House Speaker Thomas P. O'Neill Jr. refrained from a bellicose response. But he sent this poem to McCurdy Friday morning: McCurdy yelled, 'You can't share in my oil, Even the thought makes my blood boil.

However if you insist and insist I assure you I'll resist. And if you steal my oil like a mobster. I'll come and get your lobster" Is McCurdy kidding with the lobster tax? Well, sort of. While assuring New Englanders he will not follow through with an actual bill, he said he does not intend to "stand idly by while a group calling itself the Northeast-Midwest Congressional Coalition seeks to punish crude oil-producing states like my own with something called the National Crude Oil Profit-Sharing Act of 1982." The bill calls for a 30 percent tax on crude oil when it is produced, a move proponents said could generate an estimated $17 billion in new revenues each year for the federal treasury. About 75 percent of the tax revenues would offset the federal deficit, the source of much congressional concern this session, and part of the remainder would help northerners with energy-conserving measures. McCurdy mirrored the logic of his northern colleagues when he took to the House floor.

"The (lobster) act would establish a 30 percent federal landing tax on lobsters fished di-, rectly out of the Atlantic Ocean," the Oklaho-man said. Out of lobster industry revenues he calculated at $75 million per year, he would use 75 percent of the lobster tax to reduce the deficit and "require half of the remaining 25 percent (to) go to states in the form of block grants for repair of the aging infrastructure of this country and the other half for further development of alternative sources of lobster."
