Thursday night, Dec. 28, I was watching television and changing the UHF dial when I came across a picture where there had never been a frequency. It was station WQTV, Channel 68. An announcer came on the air and stated that it was only a test transmission.

What is this all about? Is Boston going to have a new UHF station? P. Newton-ville. A. Channel 68, Boston's first pay television over the air, started broadcasting on a regular basis in selected areas, Framing-ham, Dedham, and Need-ham, on Jan. 2.

It is the current plan of station management to expand by areas. The station will offer first-run movies and various specials. Installation charge is $90 and there is a monthly fee of $15.95. For information contact Universal Subscription TV Boston 411 Waverly Oaks Waltham. Q.

What was the picture for which Edmund O'Brien won an Oscar for Best Supporting Actor? Wasn't it based on one scene a telephone conversation? D. Everett. A. Edmund O'Brien won an Academy Award in 1955 for best supporting actor in the movie "The Barefoot Contessa," starring Humphrey Bogart and Ava Gardner. O'Brien explains how he got the role this way: "I wanted star billing, but Bogie wouldn't budge.

I read the script and knew what the frantic telephone scene could do for me. Bogie put his arm around me, took me out and bought me a few drinks, and advised me to take supporting role billing. I finally agreed." Q. Help! I am an 18-year-old married mother who is FRED BASSET By Alex Graham I I She has us well organized-1 I and ha, thank goodness, carries it pock SMITH FAMILY By Mr. Mrs.

My son was born in April and I had applied for Medicaid, only for a limited time. I don't like to rely on sources like that but I did ask for help and Welfare said I qualified but did nothing. I keep getting bills and requests for payment for bills Medicaid was supposed to cover. D.

Bridgewater. A. With your signed permission the Dept. of Public Welfare investigated your complaint. We quote: "A review of your billing discloses that the billing is appropriate between the Public Welfare Dept.

and the hospital. Difficulties lay with the insurer of your husband's employer in their processing the bills submitted to them by the hospital. After the other health insurer responds to the billing submitted to them, then will Medicaid be able to accept the billing." Q.
