Eliot the Richard C. Marsha. ward J. devoted Husband of the FHA real estate appraiser John F. Bradley, a resident of Milton for 25 years, died yesterday at Beth Israel -Hospital after a brief illness.

Mr. Bradley was born in Boston 76 years ago. He graduated from Boston College High SchooL He was assistant clerk of the Boston Superior Criminal Court until World War II when he went into the Navy. After the war he was deputy director of the World War II state bonus commission. He worked as real estate appraiser for the Veterans Administration from 1950 to 1972, he was real estate appraiser and property administrator of the FHA in Boston.

In 1972 he began working as a real estate appraiser for the Home Savings Bank and retired in 1971 Mr. Bradley is survived by his wife Lillian M. (Lomasney), a son John E. of Cohasset, two grandsons and a brother Raymond J. Milton.

Hittinger, 76, a member the Revere auxiliary police for 30 years, died yesterday in the Grover Manor Hospital in Revere after a long illness.

Mr. Hittinger, who was born in Hyde Park, lived in Revere for the last 48 years. For 37 years Mr. Hittinger was a shop superintendent for the WA Wood company of Everett where he worked as a plumbing and heating specialist In the Revere area, Mr. Hittinger was well-known because he would often go out in the middle of the night to do emergency repairs of furnaces in the area's churches.

Mr. Hittinger was a 50-year member of the First Congregational Church of Hyde Park and a member of the Winthrop Lodge of Elks. He is survived by a son, Richard N. of Revere; a daughter, Barbara J. Reardon of Londonderry, N.H4 a brother, Carlton of Elmonte, Calif; a sister, Edith Hughes of Belmont; 15 grandchildren and one A funeral service will be held for Mr.

Hittinger tomorrow at 10 a.m. at the Pike and Vertuccio Funeral Home in Revere. Burial will follow at Puritan Lawn Memorial Park in West Peabody. A. Victor Gilfoy, 83 Owned Cambridge company A.

Victor Gilfoy, 83, of Newbury Park, Needham, the founder and owner of the Gilfoy Distributing Cambridge, a building materials firm, died yesterday at the Glover Memorial Hospital, Needham, after a long illness. Mr. Gilfoy, a resident of Needham for the last 62 years, was born in Lunenberg, Nova Scotia. He was an incorporator and former director of the Guarantee First Trust in Waltham. He was a 50-year member of the Norfolk Lodge of Masons and was also a member of the Congregational Church in Needham.

He leaves his wife, Ethel (Gordon) Gilfoy; two sons, Donald A. Gilfoy of Lincoln and A. Victor Gilfoy Jr. of Needham; two daughters, F. Elizabeth Jacobsen of Sacramento, and Eleanor R.

Gilfoy of Needham; two brothers, Elven Gilfoy of Chester, Nova Scotia, and Richard S. Gilfoy of Needham; two sisters, Edith Ge-bow of Arlington and Rita Anderson of Deerfield Beach, and eight grandchildren. Private services will be held tomorrow. Burns, 42, a retired member of the Arlington Police Department He was a resident of Woodruff avenue, Medford, and died of a heart attack Monday in Lawrence Memorial Hospital in Medford. Mr. Burns was born in Boston and was raised in Medford where he attended public schools. He was active in Boy Scout work.

Mr. Burns was appointed to the Arlington Police Department in 1969 as a pa- trolman and retired with a pension in 1974 because of a heart condition. He leaves his wife, the former Margaret T. McGaffigan; two sons, Michael A. and Robert a daughter, Terri A all at home; his father, Robert F.

of Medford; and his grandmother, Sophia T. Burns of Medford. Margaret Cassidy, 89 Worked at submarine base A funeral Mass will be said Tuesday at 9 a.m. in St. Mary of the Hills Church in Milton for Margaret A.

Cassidy, 89, retired associate administrator at the US Submarine Base in Groton, Conn. She was a former resident of Standish road, Milton, and died Wednesday in the Frank Wood Nursing Home, Dorchester, of natural causes. Miss Cassidy was born in Stonington, and graduated from Stonington High School with the Class of 1905. She was also a graduate of New London Business College in New London, Conn. Before her work at the submarine base, she was employed for 12 years with the federal Prohibition office in Hartford.

Murphy, 48 Ex-Cambridge policeman A funeral Mass will be said this morning at 10 in StPeter's Church, Cambridge, for Joseph P. Murphy, 48, a former patrolman with the Cambridge Police Department. He was a resident of Linnean street, Cambridge, and died there Tuesday of a heart attack. Mr. Murphy was born in Cambridge and attended Cambridge public schools.

He served as a sergeant in the Marine Corps during the Korean War. He was appointed to the Cambridge Police Department in 1960 and retired on a disability in 1976. Mr. Murphy leaves his wife, the former Rita G. Kelleher; four Joanne, Christine, and Allison; two sons, Sean and Joseph P.

Watertown In the second session of last night's Watertown town meeting, members appropriated $10,960,000 for the School Department's budget, which was 2.9 percent less than last year's. The meeting also debated the staffing needs of the Fire Department for about an hour. The School Department's budget, which stayed within the state's 4-percent spending limit, was a decrease of about $80,000 from last year.

The decrease was attributed to the reduction of tenured and nontenured personnel and the declining school enrollments. A total of $293,635 was for administrative personnel and $7,571,672 was for instructional personnel. Town meeting members disregarded the recommendation of the Finance Committee by voting funding for seven captain and 19 liuetenant positions. The committee, which had recommended one less position for each rank, has moved for a reconsideration of the vote. Town meeting members also rejected a FinCom recommendation that library hours be curtailed, which would have reduced the proposed department budget by $20,000.

Members supported continuing the same hours at the main and branch libraries. Also, for the first time in the town's history, it has contracted with an outside firm for rubbish removal. The contract for the next fiscal year will total $495,000. The meeting will resume Tuesday at 7:30 p.m. at the high school.
