WACO TRIBUNE-HERALD, WACO, TEXAS, SATURDAY, SEPTEMBER 3, 1977 -PAGE 3A End of Lines for Car Tags io Mean Additional Trips for Some Drivers The new staggered vehicle registration system will end the infamous long lines of March, but that's just the good news, A negative aspect of the new state law is that persons with more than one vehicle may have to make more than a single trip a year to the tax office to renew registrations, says Gene Prickette, McLennan County tax assessor-collector. The year-round, staggered system takes effect on Jan, 1, but all vehicle owners will have to register during the customary February.March period one last time in 1978 in order to switch to the new plan. After that, the owner will continue to register annually but during his designated month The staggered setup will apply only to passenger vehicles and small trucks. Vehicles with personalized license plates and heavy trucks will continue to be registered during February and March each year. The problem, Prickette explained.

arises with the computer, which determines a new registration expiration month according to the 10s digit on the license plate. A 1 means April, 2 is May, 3 is June, and so on. License plate PAK 635, for example, would expire at the end of June each year. So the owner of several vehicles likely will have registrations expiring during different months. Although he will make no promises, Prickette said his office initially may be able to arrange for all of an owner's vehicles to be registered during the same month.

But, he warned, the office does not have the manpower to do the favor again if the owner decides to buy an additional new or used car during a different month. That person, he said, will just have to make two trips, or for an additional ll-per-vehicle fee, the registration can be processed through the mail. The owner can avoid the split payment dates by buying new autos during the month the other registrations expire, Prickette said. But used vehicles that are purchased often have unexpired registrations, which likely would throw the system out of kilter, he added. For a family with cars registered in different names (father, son and daughter, for example), Prickette said he would hesitate to synchronize the registrations because there are so many of these And, he added, the object of the staggered system is to spread the registrations throughout the year.

The tax assessor-collector also said the office probably could arrange simultaneous registrations for the owner of a fleet of vehicles, which would save him a possible monthly trip to the tax office. of those cases we'll just have to play by Prickette said. Opposite Sex Is Legal Massage Law to Protect Health District Attorney Felipe (Phil) Reyna says he has received some phone calls questioning the rather strict health requirements such as registration of patrons in the massage parlor ordinance county commissioners court adopted Thursday, asked the Waco-McLennan County Health Unit for recommendations concerning personnel and physical facilities of massage he said. have followed those recommendations. "James M.

Myers, supervisor of the environmental health division, is concerned about the spread of disease, so the only way we can check who has been there or who worked there during the period tn question is to have permanent Randall Rogers, the assistant district attorney who compiled most of the data and put the ordinance together, claims it contains only the basic health requirements. "This ordinance is different than those adopted by the cities over the state in that it spdls out the health requirements in Rogers explained. others require such things as a health card and a clean establishment and use vague terms." Asked if the requirements would stand Court tests, he said the federal courts seem to favor stringent health requirements in related cases. Rogers said most of the city ordinances were based on zoning or of building. He said nearly all of them banned massage by the opposite sex, but the courts have ruled against that, so there is no mention of opposite sex in the county's ordinance, "I believe this ordinance will withstand any court he said.

"If one part is knocked out, it will not void the entire ordinance," Here are the health recommendations. "Personnel should be required to obtain health cards from the Waco-McLennan County Health Department. These cards are issued after blood serology (syphilis) and tuberculin tests are performed. Normal charge for annual health cards is $5. It is recommended that the serology be required every six months and the tuberculin test be required annually.

It should also be mandatory that a pelvic examination andor gonorrhea culture be performed on a quarterly basis. In addition to these requirements, it is strongly recommended that a screening program for Herpes Simplex, ringworm and pediculosis (lice) be instituted. "The physical facilities of the massage parlor should be regulated in regards to restroom facilities, linens, clothes lockers and any other topical creams or lotions to be used during the massage. "Requirements for the restrooms shall include separate facilities for males and females with each restroom having a handwash lavatory with hot and cold running water, forced air ventilation and sclf-closing doors, "Linens (sheets, towels, blankets etc.) must be of single usage, properly stored before use, properly disposed of after use, and washed and sanitized before reuse. "Clothes lockers must be adequately ventilated and provisions must be on hand to sanitize between uses.

"Any topical creams or lotions to be used must be properly labeled and must satisfactorily meet all the requirements of the Texas Food, Drug and Cosmetic Act. (V.A.C.S,, Art. 4476-5), "The total inside premises must be maintained in a clean and sanitary manner. In addition to these requirements, the outside premises must be maintained free of litter, trash, debris debris, etc. and any conditions that may be conducive to the breeding and harborage of rodents or The ordinance goes into effect Oct.

I am, or was by nature, a very nonviolent person, but I want to see this creature suffer and I would watch him die in the electric chair without any remorse." Her daughter, Lisa, went to collect acorns for her pet rabbit last week, riding away in early evening on her brother's bike up the shady road from the family home in an unincorporated area north of Waukegan. Her nude body was found three days later in weeds in a desolate area near the Des Plaines River.

Authorities said she had been stabbed 19 times, raped and struck on the head. Burial was Tuesday, which would have been her 13th birthday. Another Group Tries for Channel The struggle for control of TV Channel 25 became a three-way affair Friday with the entry of Heart Texas Broadcasting Co. Inc. of Waco as a contender. Previously, Waco businessman Robert A.

Mann and Business Communications a subsidiary of Texas Steel Co. of Fort Worth, had announced plans to apply for a Federal Communications Commission license to operate on the frequency. Ironically the frequency was allotted to Radio Station WACO a number of years ago but was voluntarily relinquished by the station in 1970. Interest in control of the channel has mushroomed in the past 30 days. Dave Murdoch, president of Waco Chrysler-Plymouth, heads Heart Texas Broadcasting and is the organizer of a grou of investors which involves a cross-section of Waco citizens.

Included in the group are two clergymen: Rev. Richard M. Freeman of First United Methodist Church and Msgr. Mark Deering of St. Louis Catholic Church.

Others are Mrs. Kenneth E. Palmer, president of the Junior League of Waco; Oscar N. DuConge, former mayor and former director of community planning for the Economic Opportunity Advancement Jack Brittain, real estate developer; Tom Lacy of Citizens National Bank and Jerry Bering of Texas National Bank. Murdoch said the Waco area is a growing market which now has only two television outlets to serve three television networks.

"The people of Waco and surrounding cities will have a greater choice of community related programming also," Murdoch said. "Our group would place heavy emphasis on local news and on creating an awareness of area needs, "Numerous requests from the citizens of the Temple-Killeen area of this metroplex have been made to our officers and directors. They ask that there be more coverage of the events and concerns of all communities, not just Murdoch said preliminary plans for filing an application for Channel 25 were begun more than a year ago.
