Salvucci said yesterday, "The facts outlined In this document demonstrate to me the clear and crucial need to widen and depress the Central Artery or see the region's economic vitality choked off by a non-functioning traffic network In the next two decades." 5 The tunnel alternative favored by Salvucci would start at the end of the Massachusetts Turnpike near the intersection with the Southeast Expressway. It would cross the Fort Point Channel, run alongside the Gillette Corp. until turning toward Commonwealth Pier, where it would then cross to Bird Island flats at Logan International Airport. About 55 percent of all tunnel traffic goes to the airport, according to the department. East Boston community leaders, including an activist in the Coalition Against a Third Harbor Tunj-nel, favor the Salvucci proposal.

i Richard Dell Orfano, chairman of the East Boston Chamber of Commerce's committee on commerce and development, emphasized that "a third harbor tunnel that does not adversely Impact the community is a necessity with or without the depressed artery." Anna DeFronzo, a community activist and" a member of the anti-tunnel coalition, said yesterj-day, "I'm In favor of Salvucci's new plan as lpOg as the tunnel comes up on Bird Island flats and not through Jeffries Cove. "This is the best plan I've seen, and I think' we should go with It now. A different governor some day may want to put it through the middle of the community. You've got to look ahead," she said. Salvucci, a former manager of the East Boston Little City Hall, had been a long-time bitter opponent of the policies of former governor Edward J. King, which included a third tunnel. Salvucci said he favors the latest plan because It will dramatically increase traffic flow while avoiding the destruction of a single residential unit.

Among the findings of the study released yesterday: A 65 percent reduction of traffic congestion can be expected with a third tunnel and depressed artery. About 20 acres of land and air rights would be made available for development by depressing the Central Artery. About 9400 long-term Jobs would be created by the commercial development of that land. Between $40 million and $70 million in net state income taxes would be generated from wages paid during construction. Downtown Boston retailers would lose between 2.6 percent and 5 percent of their business because of the disruption caused car-driving shoppers during construction.

About 3000 residents of East Boston, the North End and South Boston would be disturbed by noise, dust and vibrations at some points during construction. Traffic would improve in East Boston and South Boston, where heavy truck traffic would be reduced, but the North End's parking problems could worsen because of the loss of parking under the current Central Artery. The entire Dewey Square underpass at South Station would become one-way southbound. The widened and depressed artery alternative favored by Salvucci would be routed northbound under the Fort Point Channel to rejoin the southbound section north of Dewey Square. It would connect with other northbound lanes at the North Station area.
