Lamattina's lawyer, Joseph Balliro. explained that his client was arrested for a gold violation and, after spending 15 months in jail awaiting trial, was convicted. He was free on bail pending appeal. It was not explained in the hearing how Lamattina got back to the United States, but Balliro said Lamattina was refused help bv the US Consul in Italy. Lamattina is wanted in bail-jumping charges in Maryland and Florida.

An East Boston man, who allegedly fled to Italy when he was scheduled for trial in US district court in Boston and Baltimore in a stolen-securities case in 1970, surrendered to federal authorities yesterday. Joseph A. Lamattina, 47, of Cottage street, pleaded innocent to bail-jumping charges at his arraignment before US Magistrate Lawrence Cohen, who ordered the defendant held in $500,000 bail. In 1970, Lamattina was one of four Massachusetts men slated for trial in federal court on charges of conspiring in the interstate transportation of $600,000 worth of United Business Machinery Co. securities that had been stolen from New York investment firms in 1968.

Mayor Kevin H. White told the gathering crowded into the auditorium of the Mather elementary school, Dorchester, on the site of the first free school in the nation, "These recruiting classes represent the city's greatest minority hiring effort to date." He told the 65 police and 61 fire recruits they not only will have to reduce crime and control fires but will "have to help this city maintain and improve community relations." "You people are equipped to do this, as most of you are from the neighborhoods and were educated in city schools," he said.

There were a few laughs during the ceremonies, one when, after some fumbling around, Police Comr. Joseph Jordan and Fire Comr. George Paul, scheduled to swear in the recruits, gave the job to Mayor White, a former Massachusetts secretary of state. Another came when Suffolk County Dist. Atty.

Garrett Byrne, in thanking the mayor for his introduction, said, "If you get out of a job I will gladly have you back again, but I hope you don't (get out of a job)." Mayor White, an attorney, was once an assistant district attorney in Suffolk. There are 18 black males, nine black females, five Hispanic males, two Chinese males, 27 white males and four white females among the 65 police recruits. Of the 61 fire recruits, 35 are black males, 24 white males and two males of Chinese descent. Fire Comr. Paul announced that Boston's fire department, the oldest in the nation, will celebrate its 300th year Friday.
