Yesterday Shapiro said the MBTA is obligat ed to decrease fares because of its memorandum of understanding with Bewick's office. "Reduction of Rapid Transit fares does not need Advisory Board approval." Shapiro said. "Regardless, we will be lobbying with the governor and Secretary Carlin for an immediate cap on our MBTA assessments this year if any supplementary budget is to be considered." Specifically, Carlin and O'Leary presented an eight-point program, passed earlier this week by the MBTA Board of Directors, at yesterday's State House press conference. The program, which MBTA officials hope to implement by April 1 (but only if the supplementary budget is approved), includes: Reducing Rapid Transit fares from 75 to 60 cents, a move O'leary said would add some $6 to million to the annual deficit.

Improving service by extending Sunday evening service hours from 1 1 p.m. to 1 a.m.; increasing Rapid Transit rush hour service by approximately 10 percent; reopening the Arbor-way streetcar line on June 12; improving or restoring approximately 16 bus and trackless trolley routes and beefing up rush hour and evening service on the Green Line. Rehabilitating between 60 and 70 older buses as part of a 13-point maintenance and rehabilitation plan. Reducing parking rates at most MBTA lots. Subcontracting its current monthy pass program.
