HENRY 3D Bolivia president elected, new vote set LA PAZ, Bolivia The previously deadlocked Congress, which had missed one deadline to restore democracy in this Andean nation, elected Senate President Walter Guevara Arce interim president of Bolivia last night.

The motion to elect Guevara was met with applause from many of the 144 legislators whose party-line balloting since Saturday failed to give either of the two remaining presidential contenders the 73 votes needed for a majority. Under the resolution, Guevara will serve a one-year term, with new elections May 7, 1980. A similar proposal to select Guevara as interim president collapsed yesterday morning when Siles withdrew his support. Nevada casino temporarily closed LAS VEGAS Card and dice games, slot machines and other gambling activities at the scandal-ridden Aladdin Hotel were shut dovn by state agents for a short time yesterday. The casino reopened within hours with a US District Court order.

The Nevada Gaming Commission ordered the casino closed on a 5-0 vote after a 2lA-hour meeting during which hotel attorneys, officials and employees pleaded for a reprieve until a proposed sale of the hotel could be finalized. But former US Attorney General Ramsey Clark, representing the club, raced into federal court and got an order reopening the resort. Louis Police Department on behalf of three women who were strip searched after being arrested on minor violations. The suit, filed in St. Louis Circuit Court, seeks damages and a court order voiding the department's strip search policy as an unconstitutional invasion of a woman's privacy. At the time the three were arrested, all women detained at the downtown police station were strip searched by ma trons as a matter of policy. Men were not.

The police department has since restricted such searches. "Charlie Hauck is his name. Three years or more ago, Charlie got a bright idea for a situation comedy.

And then his frustrations began. What has happened to Charlie and his brainstorm from the start until now could well become a situation comedy of its own. To fill in the plot, Huck was producer and writer for "Maude" at the time, but that show was heading down the tube. Why not give "Maude" and its star, Bea Arthur, a new life by having her replace a suddenly deceased congressman. Good idea, write it, Hauck was told.

So he did, and everybody loved it except Bea Arthur, Frustration No. 1. Undaunted, Hauck rewrote his script. 'This time, he changed his plot so that an ex-football player would replace the dead congressman. Everybody loved it, espe- cially John Amos who was cast in the lead role.

So they made the pilot, calling it "Onward and Upward," and CBS loved it, too. It immediately was scheduled for this past winter's second season. But then Amos decided he didn't love it after all. He quit Hauck's show, almost immediately after CBS had announced it for last February. Frustration No.

2. Undaunted, but slightly dented, Hauck won a month's delay and looked for a new star. Everybody from James Earl Jones to Gary Coleman was mentioned, but Cleavon Little finally won the role. And everybody loved it. Bo: Less thai 0.5 mg.

3. They made the same pilot all over again, calling it "Mister Dugan." Dennis jBurkley, the funny truck driver from 1 "Mary Hartman, Mary Hartman," played Cleavon's smart guy congressional assists tant. Barbara Rhoades, a delightful dienne, was his office manager. Nedra Volz was his wise-cracking housekeeper. I And everybody loved it except Nor-t man Lear.

One week before the series' scheduled debut, Lear flew to Washington and held a special screening of the pilot "for the Black Congressional Caucus. They hated it. So, three days before "Mister Dugan" was to go on the air, in a sweetheart of a time slot between "Allin the Family" and "Alice," Lear told CBS he wasn't going to deliver the show to them. Frustration No. 4.

By this time, it is easy to understand, Charlie Hauck was pretty well daunted. But not Lear. A new producer was brought in while Charlie moved on to I other things. They went back to the original "Maude" cast, and who did they find there, but Bill Macy, who had portrayed Bea Arthur's husband. Why not use him as the innocent hero? Why not, indeed.

And why not change the job, city, and them as well as the sex, race and age of the lead? The script was rewritten, to something called "Hayden Hall." Macy would play 'l an ex-football player who returns to his alma mater as a hastily recruited college president. Burkley would become the school's fast-talking public relations man. I Rhoades was now dean of faculty. Volz re-1 mained a wisecracking housekeeper. And everybody loved it.

Somewhere along the way, the series'. name was changed again to "Hanging In," then to "The Big Nine." CBS bought it and four episodes of the series have been scheduled, starting tomorrow at 8:30 p.m. on Ch. 7. Charlie Hauck, way back in January while all these frustrations were piling on, told us: "All we have to do is get it on the air.

The public will love it." We only hope Norman Lear doesn't screen it in advance for the Association of College Presidents.
