BUS SERVICE: Eliminate special school bus trips (private and public); Significantly reduce or eliminate subsidy to private carriers in Winthrop, Hull, Eliminate suburban mini-bus subsidies in Lexington, Winchester, Bedford, Natick, Needham. 2. STREETCAR SERVICE: Close Mattapan Streetcar Line (alternate bus service available). 3.

SUNDAY SERVICE: (Bus and rapid transit) Effective February 1, 1981: BLUE LINE: Rapid transit service from Government Center to Orient Heights; Bus service available from Orient Heights to Wonderland (Suffolk Downs, Beachmont, Revere Beach, Wonderland stations closed). JOHN V. LINDE, DISTRICT DIRECTOR OF CUSTOMS MARKET BASKET Foster B. Silva, land warden, 62 MARTHA'S VINEYARD Foster B. Silva, 62, of Chappaquiddick Island, warden of the Trustees of Reservations and a noted conservationist, died unexpectedly Monday in Massachusetts General Hospital. He was born on Chappaquiddick, attended schools there, and over the years had become one of the best known figures on Chappaquiddick and Martha's Vineyard.

In the late 1940s he owned and operated the ferry between Chappaquiddick and Martha's Vineyard. From 1953-1956 he lived in 1 California, where he operated the ferry between Balboa Island and Balboa. He then returned to Martha's Vineyard, where he owned an antique shop and snack bar in Edgartown. For many years he has been in charge of the reservations on Martha's Vineyard and supervisor of the Cape Pogue Wildlife Refuge and the Wasque Reservation, both on Chappaquiddick. Mr.

Silva was a longtime friend of the Kennedy family and was well known to thousands of fishermen surf-casting along the Chappaquiddick beaches during the summer months. He was devoted to his duties and often would take along a group of youngsters as he made his tours. Those who were told to leave a area or alter their practices never seemed to be offended, because he made known his wishes in such a polite manner. Mr. Silva also served as winter caretaker for more than 50 1 homes used by summer residents.

He leaves his wife, Odeama (Dodie) Gil! Silva; a son, John B. Silva of Edgartown; a daughter, Joan Palmer of Falmouth; and three grandchildren. A funeral Mass will be said tomorrow at 10 a.m. in St. Elizabeth's Church in Edgartown.

Ferma Perullo, 67 Taught music in Revere A funeral Mass for Ferma F. (Fiore) Per- ullo, 67, of Revere Beach parkway, Revere, retired director of music in Revere Public Schools, will be said today at 10 a.m. in Immaculate Conception Church, Revere. She died Sunday after a long illness. Mrs.

Perullo was born in Island and lived most of her life in Revere. She was a graduate of the New England Conservatory of Music, majoring in the piano. She gave recitals at numerous charitable affairs in the Greater Boston area and was a guest performer with the Nashua, N.H., Philharmonic Orchestra. Widow of Louis C. Perullo, a former superintendent of Revere Public Schools, Mrs.

Perullo taught music at schools in Martha's Vineyard and in Hamilton before teaching in the Revere schools. Mrs. Perullo leaves two daughters, Carol and Ferma Perullo, both of Revere; a son Louis C. Perullo Jr. of Alexandria, five brothers, John, Frank, Russell, Louis and Christopher Fiore, all of Providence, and two grandchildren.

John A. Clasby, 53 Pressman at The Boston Globe AVON John A. Clasby, 53, a pressman at The Boston Globe, died Monday in Carney Hospital, Dorchester. He was born in Boston and lived in Dorchester before moving to Avon some years ago. Mr.

Clasby had worked at The Globe since 1952. He served in the Army during World War II. He was an avid golfer. He leaves his wife, (Tirrell); two sons, William Gillan of Allston and Leo Gillan of daughters, Ruth Clasby of Malden, and Deborah and Patricia Clasby, both of Avon; six brothers, Francis J. of Dorchester, William E.

and James both of Holbrook, Robert J. and Peter F. both of Whitman, and Donald A. Clasby of Abington; three sisters, Patricia B. Ford of Holbrook, Barbara A.

MacNeil of Whitman, and E. Marie lacoviello of Melrose; and his mother, Ethel Clasby Weed of Brockton. A funeral Mass wil be said Friday at 10 a.m. in St. Michael's Church.

James L. Lowden Retired expediter, 89 HOULTON, Maine Funeral services will be held tomorrow for James L. Lowden, 89, a retired expediter for a Watertown, manufacturing firm and proprietor of a Melrose, grocery store for a number of years. He died in a rest home here Sunday. Born in East Boston, Mr.

Lowden lived in Melrose for many years and was graduated from Melrose High School. He was graduated cum laude from Harvard in 1914, and earned his law degree there in 1918. After graduation, Mr. Lowden worked for a short time for the law office of Hutchins and Wheeler in Boston. He then went into business with his father, John E.

Lowden, in operating the family grocery stores in Melrose and Melrose Highlands. In the mid 1940s Mr. Lowden joined Manning, Maxwell Moore, a manufacturing firm in Watertown. After his retirement many years ago, he remained in Melrose until 1978, when he moved to Houlton. He leaves his wife, Caroline (Wortman), whom he married in Malden, Mass.

on Aug. 18. 1920: two daughters, Marieta Macfarlane of Harpswell, Maine, and Priscilla J. Palmer of Island Falls, Maine: three grandchildren and five great- grandchilis Services will be held at 2 p.m. tomorrow in the Bowers Funeral Home in Island Falls.
