The grand dedication of the Kennedy School of Government at Harvard is to be this coming Saturday and Harvard is going to do it right. It shows a proper respect for architecture when you open a new building with Arthur Fiedler conducting the Harvard Band followed by a black-tie gala Invitations were said to be the most panted-after in town, until President Carter declined his. Even without the President, the presence of numerous Kennedys and Kennedy groupies promises to make the occasion the flashiest kick-off of a local building since Mrs. Jack Gardner opened her Fenway home with a concert by the Boston Symphony.

The Kennedy School sits on part of the old MBTA yards on Boylston street in Cambridge, across from Eliot and Kirk-land House. It looks across a new MDC park toward the Charles River, a vista that may not seem as pretty to the Kennedys as to others on Saturday since it was supposed to have featured the John F. Kennedy Presidential Library, now rising instead at Columbia Point. The Kennedy School is as different from the great, glass-pyramided Kennedy Library once planned here as the 1970s are different from the 1960s. Energy-conscious, anxious not to offend, it is an index of how rapidly ideas have changed.

As recently as the 1960s Harvard was building a very different type of building. Internationally known architects Sert, Yamasaki, Le Corbusier, John Andrews were brought in to build works that broke radically with Harvard's past. Tall, unfamiliar shapes of white or gray concrete rose among the adaptable red-brick boxes that Harvard had generally been happy with. Often painfully ambitious, these buildings Gun Hall, William James, the Science Center and others called attention to themselves rather than extending or strengthening Harvard's existing character. Their architects' real frame of reference was international modernism, not the local surroundings.

The real client was often a peer-group of other architects, not the university. Perhaps the failure to build that last, most heroic building of all, the Kennedy. Library, was what turned Harvard around. More likely it was merely a change in the cultural weather. Today people tend to be less concerned with exciting gestures than with re-establishing lost continuities in the built world; the preservation movement shows that.

The Kennedy School is the child of that change. Designed by Architectural Resources Cambridge, a good but not celebrated local firm, it's the Harvard brick box brought up to date. The university began by mandating red brick and white window frames and insisted that the building not clash with the Harvard houses across the street. Architectural Resources responded with ideas that would have seemed very strange in the 1960s. In an act of deliberate copying, the ends of the buildings are shaped to recall the chimneyed end walls of old Harvard icons like Massachusetts Hall, though there isn't the least functional similarity.

And the building is kept low and its exterior needlessly broken up in order to match the scale of the houses. Those older houses, of course, are copies themselves, having been built in the 1930s as overgrown clones of Georgian originals. The Kennedy School isn't that kind of copy. It's unmistakably contemporary. The exterior is shaped in a way that expresses the long spans made possible by its steel frame, spans that create broad strip windows and deep overhangs.

Even the end walls don't really look like chimney walls; they look like exactly what they are, which is nostalgic recollections of chimney walls. It's the nostalgia that makes them so contemporary. Modest outside, the Kennedy School is dramatic within. The problem here was to find common ground for the building's different occupants the School of Government proper, an Institute of Politics, Center for Science and International Affairs and others. The solution is to open l'k I ft" Kennedy School of Government in foreground imitates brick contemporary shapes.

Area in front of it will be new park, and scale of Harvard's Eliot House beyond, but in (Nick Wheeler photos) Incidentally, the Kennedy School was comparatively inexpensive and was designed and built at breakneck speed, with the architects beginning design just a little more than two years before the doors opened. New York architects Peter Eisenman and Robert Stern will discuss their ideas at a panel next Saturday at the New England Regional Conference of the American Institute of Architects in Hanover, N.H. Though it's a bit jagged visually, the Forum is a very innovative concept and one that's obviously already working socially. It is a daring attempt and looks like a success.

The Kennedy School reminds you of the buildings of the past in that this Forum, the public part of the building, is what gets the most attention. Classrooms and secretarial pools are squeezed by contrast. The first priority was to create a stage for public interaction, and all the building's other functions are seen in a sense as support, like the shops and and homes around the piazza of an Italian hill town. them all off one central space called the Forum which rises through the building to a skylit roof and becomes a mixing chamber for the school. Balconies and small perches like opera boxes overlook the Forum.

The main stairs climb along its edge. A vast television screen frowns down from one corner like Big Brother, able to show not only TV but movies or slides. A cafeteria is handy on the ground floor. The Forum is conceived as a kind of social lounge by day that will pull the school together, and a town meeting hall by night that will accommodate speakers, Heart of Kennedy School's interior is multilevel space called the Forum, planned as a lounge by day and town meeting hall in the evening.
