Debate will continue through Friday with voting set to start the following week. By a closed-door vote reported as the committee authorized 12 hours of general debate on UMT under a provision allowing unlimited amendment. UMT backers believed a Senate amendment requiring a reduction in the size of the standing military force will help push UMT through the House. The amendment, added by the Senate Armed Services committee in approving the six-month training program for 18-year-olds, provides that the standing armed forces will cut back semi-annually after UMT pumps 300,000 trainees into the reserves. The services would be trimmed at the rate of one regular for each three UMT graduates added to the reserves, until the armed forces are down to level they would reach five to six years after the cutbacks began.

An escape clause in the amendment allows the Secretary of Defense, with advice of the Joint Chiefs of Staff, to warn the House and Senate Armed Services committees if he feels that any cutback, at the time it is due, would impair national security.
