By Robert L. Turner The: Massachusetts House yesterday sustained Gov. Michael Dukakis's veto of a bill that would have barred extension of the MBTA's Red Line into Arlington.

The House acted after hearing a legislator's admonition that "people are ready to stop being gas gluttons." A move to override the veto lost on a vote of 70-151 more than double the one-third margin needed. Proponents of the Red Line extcntion argued that it would bring some $509 million in Federal money to the area, that it would create 14,500 jobs and that mass transit is needed to conserve energy. Rep'. Michael J. Connolly, who criticized gas gluttons, told his colleagues: "This is an excellent opportunity to say we're for mass transit catching up with the automobile." Opposition came from representatives of Arlington and from Transportation Rep.

Barney Frank (D-Back Bay) said: "No decision this year will have more to do with the economy of Massachusetts." Opponents of the extension were hurt by the defection bf Cambridge representatives. Rep. Charles H. D. Mahoney (D-Cambridge) had amended the bill to prohibit the extension even as far as Alewife Brook, on the Cambridge-Arlington line, but yesterday he said his problems had been resolved.

Mahoney, chairman of the new Energy Committee, added his concern following President Jimmy Carter's speech on conservation. "If the president knew whereof he spoke, and I believe he did," Mahoney said, "we are headed for a very, very serious crisis in the energy area." Rep. Eleanor M. Campobasso (D-Arlington) urged her colleagues to defer to the local interests of the representatives from the affected area. "Sometime you'll be in the same situation," she said.

Committee chairman Louis R. Nickenello (D-Natick), all of whom wanted assurance that the line would not terminate in Arlington but be continued to Rte. 128. They were supported by House Speaker Thomas W. McGee (D-Lynn) and his deputies, whose policy it is to back up committee chairmen.

Rep. John F. Cusack (D-Arlington) said the MBTA had not been straightforward in dealing with Arlington residents and had not produced' a detailed plan for the line with assurance it would be continued beyond Arlington. "We're looking for protection," Cusack said. "Harvard Square was a temporary stop in 1912." The Red Line currently ends at Harvard Square.

Rep. James E. Smith (D-Lynn) seeking to have the veto sustained, stressed the economic argument.
