Carr Globe Staff i Commuter rail service to Andover and North An-; dover ends Friday because the two communities refused to approve a subsidy contract with the MBTA, it was announced today by MBTA General Manager Joseph C. Kelly, Kelly said that service operated by the Boston Maine Railroad, will also MIX Central, 5000. The latter serves only the community, of Franklin in the southwestern section of the Greater Boston area. The communities also include Acton, Low--ell, Billerica, Haverhill, Newburyport, Rockport, and Gloucester.

These communities have already signed contracts with the MBTA to continue the trains, Kelly said. Kelly said the service contract is based on a "cost over be discontinued on Dec. 1 to Ipswich, the home town of MBTA chairman John T. Doolittle unless that community approves necessary subsidy funds. Kelly said negotiations for the service is continuing with the communities of Ayer and Littleton.

He said service to those communities could possibly end Jan.l unless the contract agreements are signed. The communities are among 14 outside the the rail service from now on, the cost of the service to them will have to be borne by taxpayers in the MBTA district. He said negotiations with officials of the communities have been conducted for more than six months. He said town meetings members in both Andover and North' Andover voted against approving the subsidy funds.
