It is understood that Mr. E. A. Lancaster, M. the father of the famous Lancaster Marriage Rill which received its'death Mow the hands of the British Privy Council last summer, has evolved a new method to iusure hat the Ne Temere or similar decrees shall have', no civil clTect in Canada.

Mr. Lancaster has been unwillingly convinced by the. ruling of the Privy Council that is not within the power of 'parliament under the British North'America Act to enact a uniform marriape law. lie is further convinced that any attempt upon his part to have the constitution changed would have little hope of success in the face of opposition from one of the provinces of confederation. The scheme which Mr.

Lancaster has determined upon is one which contemplates no change in the constitution. In brief it is to amend the criminal code sp as to 'declare anyone, promulgating or seeking to make oTativc tle Ne Temere, Motu Proprio, or any other ecclesiastical decree of the kind shall be guilty of an indictable offence. There are many in Ontario, it is -said, who would prvfef such an amendment to the Criminal code to a uni-vcrnal marriage law, and it is stated that if Mr. docs not undertake to submit such a bill that there arc several other. Ontario members who arc ready and anxious to do so.
