New England governors and Canadian premiers went home yesterday unable to promise an end to high fuel prices and energy shortages in New England but convinced they're making progress. The governors and the Canadians ended the two-day conference here with a new awareness that their Federal governments must play a greater role in solving the region's energy problems. "We're not going to be able to solve New England's energy problems alone," Gov.

Meldrim Thomson of New Hampshire said. A unanimously approved resolution, sponsored by Thomson, urged the Federal governments of the two nations to work toward greater cooperation in bringing Canadian energy into New England. Among the resolutions approved by the governors and premiers was a proposal that Amtrak service be extended into New Hampshire and Maine, which are among only six states without the passenger rail service. Delegations from Quebec, New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland attending the second annual meeting heard the governors stress that New England needs more and cheaper energy. The Canadians said they had the supplies that could be developed with American capital.

The two groups agreed, however, that the governments based in Washington and Ottawa, not the states and provinces, ultimately would decide the issue of energy imports and exports. "I sense that several of the provinces would aggressively like to deal in long-term relations with states in New England," Vermont Gov. Thomas P. Salmon said. Premier Alexander B.

Campbell of Prince Edward Island said it was important that Canada be involved as observers of regional discussions and accept the recommendations for increased cooperation. These additional items are expected to include the cutting of local aid for state-owned lands from $11.7 million to $2 million, a move made possible by the passage of legislation changing the distribution formulas for most local aid accounts. The additional 1974 deficiency items possibly including $19.5 million for Medicaid will appear as a new budget bill from House Ways and Means. Hatch said yesterday that floor fights could be expected on both budgets next week.

Put off for consideration next week is a budget-reform bill that has been drafted in House Ways and Means as a compromise version of several proposals. That originally was scheduled to come up this week, but the leadership held it back rather than have it debated dur- ing a fight over conference committee procedures. $37 million surplus at the end of fiscal 1975.. Early said, however: "In my opinion, we will be short before the year is out." The week's debates centered on legislative procedure rather than on new taxes. On Tuesday, the leadership was all set to bring out the conference committee report on the 1975 budget and the 1974 deficiency, but Republican Leader Francis W.

Hatch Jr. (R-Beverly Farms) indicated he would raise a point of order to prevent action. Hatch's staff had discovered that the conference committee had changed items on which both Senate and House were in agreement, cutting, for example, the $11.7 million for local aid in lieu of taxes on state-owned lands to $2 million; and it also had recommended figures higher or lower than the limits set for budget items by House and Senate. Relying on a 23-year-old ruling by then House Speaker Thomas P. O'Neill Jr.

and advice from former Senate clerk Norman Pidgeon, House Speaker David M. Bartley killed the conference committee report on a voice vote and sent the budgets back to a new conference committee So on Wednesday, new conference committee reports the ones acted on yesterday came out, deleting the items questioned by Hatch. But assistant GOP leader John Ames 3d of Easton won a parliamentary ruling that all those items were "illegally" before the conference committee, apparently stalling a move to bring them out in an additional conference report on Thursday. House minority leader Francis W. Hatch (R-Beverly) said: "It is now clear that the Unity Walk, which was supposed to be the principal source of funding for legislative candidates this year, will provide minimial financial support at best." Last year, Hatch oiga-nized SAVE (Sustain a Veto) to help elect more Republicans to the Legislature. There are now 53 Republicans in the 240-member House and eight in the 40-member Senate. The GOP must have 80 House members to sustain a veto by Republican Gov. Francis W.

Sargent. "We desperately need money to challenge the Democratic dictatorship in the state Legislature," Hatch said, adding there "is no evidence that Watergate is a major factor in legislative races, where issues are local and contact more personal." He said 66 Republicans have committed themselves to run and that more are considering filing nomination papers by next Tuesday's deadline. He said 46 incumbents are planning to run again, several in heavily contested races. He said it is too early to tell how many candidates will receive campaign funds, but present plans call for financing candidates who already have strong organizations "as an. extra lever to put them in the win column." Hatch cited a win for the GOP in Westfield in a special election the Tuesday after Elliot Richardson resigned as Attorney General.

"A good candidate can win in a heavily Democratic district if he runs the right kind of he said. RENTAL AGENT By William Doherty Globe Staff The man allegedly in charge of organized crime in the Newton-Waltham-Watertown area was sentenced to five years in Federal prison and fined $20,000 yesterday in Federal Court.

The maximum sentence was imposed on Michael Pellicci, 55, of Barbara road, Waltham, by US District Court Chief Judge Andrew A. Caffrey. Pellicci and a codefen-dant, Charles Savas, 51, of Highland avenue, Water-town, were convicted June 2 by Caffrey of conducting an illegal gambling operation. Caffrey Savas to three years and fined him $10,000. The convictions resulted from testimony by Water-town Police Lt.

According to Vaughan's testimony Pellicci had been placed in charge of illegal gambling and other criminal activity in the Wal-tham-Watertown Newton area by Gennaro Angiulo, reputed leader of organized crime in Boston. Pellicci was arrested last January as he left An-giulo's office at 95 Prince in Boston's North End.

ON PAGES 34-59 The supersonic Anglo-French Concorde jetliner made a round-trip from Boston to Miami in less than 3'2 hours yesterday and will remain at Logan Airport this weekend before being flown back to Europe. During a test run over the Atlantic ystrdav, the needle-nosed jet reached speeds of 1350 mph and an altitude of 57,000 feet.

Only 30 passengers could be carried to and from Florida because of all the test equipment aboard the plane. The Concorde will be parked on the airport grounds this weekend. Spectators can view it from an observation deck, but no one will be allowed on board. On Monday, it will make a round trip to Paris, taking about eight hours.
