20 The Boston Globe Saturday, May 18, 1974 Boston sues to block runway construction at Logan The suit, filed by assistant City Corporation Counsel Peter Koff, will have its first hearing Monday at 10 a.m. before US block -the expansion of two Logan Airport runways and the construction of a short-takeoff-and-landing (STOL) strip. Residents of coastal Boston, Chelsea and Revere have protested that the expansions to runways 4L and 9 and the building of K-33 would be "injurious to community health and safety." Aircraft noise from the STOL strip would affect the East Boston neighborhood of Jeffrie's Point, residents there claim. The suit alleges that the Federal defendants have failed to follow previsions in the National Environmental Policy Act of 1969 by failing to consider the impact on humans and the environment. District Judge Joseph L. Tauro, several East Boston residents, through Atty. Daniel Sullivan of the Boston Legal Assistance Project, are expected to ask if they can join the city as plaintiffs.

The seven defendants in the suit include the Massachusetts Port Authority and the Perini Corp. of Framingham, which was awarded the $7.66 million construction contract Thursday in a 6-1 vote by Mass Port. The suit charges that the decision to award Perini the contract was made in executive session, contrary to a provision of the state's open-meeting law. The other defendants are four officials of the Federal Aviation Administration and US Transportation Secretary Claude S. Brinegar.

Hammond Globe Staff A deepwater site four miles from Newburyport has been recommended as the best location for an offshore oil terminal in a Raytheon study just completed for the Massachusetts Port Authority. The report says the Newburyport terminal, at 120-foot water depth, would cause the least damaging environmentally, would be the most the ocean at this spot consists of sand and gravel that can be more easily excavated than at the other sites. The next step in the study is to decide which type of oil terminal is best: a fixed platform, a pier, or a floating buoy that is anchored to the ocean's floor.

The consultants studied seven sites in all. In addition to the Newburyport and Little Point, Nahant, locations, they scrutinied a second site off Nahant, seven miles or further out to sea; a second Newburyport location, also further out to sea; off Salem, Gloucester, and off Jeffries Ledge, Cape Ann, at Rockport. the second best location would be four miles off Little Point, Nahant. The Raytheon report, delivered to Massport late yesterday, will be the subject of a Monday press conference by the agency. At that time, Massport will give greater details on the implementatipn of the continuing study by Raytheon under a $700,000 pact.

Adams 35, of Second Hull, charged with armed robbery and conspiracy to commit armed robbery, from to $75,000.

She also reduced bail for Edward Gabree, 40, of Clay Wollaston, charged with conspiracy to commit armed robbery from $100,000 to $50,000. The fourth man posted $100,000 bail on Thursday. Police said Edward Connors, 41, of South Sydney Dorchester, charged with armed robbery and conspiracy to commit armed robbery, posted bail and then attended the Bruins hockey game.
