Capp, 61, of Cambridge, is wanted in Wisconsin on morals charges brought by a 20-year-old woman last April 1. Today's scheduled hearing concerned his return to Wisconsin to face the charges. Chief Justice Elijah Adlow ordered Capp defaulted after Atty. Ralph Mazza presented the court with a letter, contents of which were not disclosed. Judge Adlow read the letter, then defaulted Capp and ordered his arrest.

Police Sgt. Herbert Lynch received the warrant. Rendition proceedings against Capp have been in the court here since last May. He was arraigned May 18, and was given a contin uance so he could arrange for legal representation in Wisconsin. The court papers identified him as Alfred Gerald Kaplan, but the defendant said he had legally changed his name to Capp.

The morals charges against Capp were made by a coed at Eau Claire, State University. She said the alleged offenses took place in Capp's hotel room, where she had gone to tell him about the liberal point of view on the Eau Claire campus. The girl said Capp had requested the information and she had been assigned to brief him. Capp gave a lecture the same day at the university. Later he collapsed while on a speaking tour in Arkansas, and was returned to Boston for hospital treatment.

Ginger, the one-time "hurricane which caused damage estimated at nearly $1 million due to flooding and 90-m i 1 e-p r-h our winds, headed inland today after battering the central North Garolina coast. In her wake she left flooding caused by nine inches of rain and tides five feet above normal along a 70 -mile stretch of shoreline. Downgraded to a tropical" storm shortly before midnight but still packing 45 to 50 mph winds, Ginger moved to the south a few miles early today and then slipped off on a northwesterly course.

At 6 a.m. EDT she was about 60 miles southeast of Raleigh aiming for the Appalachian Mountains of northern north Carolina and western Virginia. She was expected to dump up to five more inches or rain. Damage on the coast from Washington, N. to the beaches near Morehead City was widespread.

One death possibly caused by the storm was reported. A spokesman for the Insurance Information tute in Atlanta, estimated damage in the Morehead City-Beaufort area at $900,000. That included smashed windows, fallen utility lines, fallen trees, overturned mobile homes and other property destruction. Late-night flood damage was not included. The storm roared in from the Atlantic and hit near Morehead City at midday yesterday, then settled in the area during the night.

The small town of Bell-haven was isloated by rising waters of the Pungo River. Streets were covered by water two-to-three-feet deep. Other communities with water in streets, trees down, power interrupted and activities at a standstill were Bath, Beaufort, Atlantic Beach and Swan Quarter. Red Cross shelters were set up in six coastal counties and by late last night were occupied by 1931 persons. Two National Guard trucks were sent to Bath and Belhaven during the night to rescue persons stranded by flooding.
