Cougler i Leroy M. Gougler, 45, assist ant maintenance superintendent for Dauphin County in the State Highway Department, died last night while bowling with a group of friends. County Coroner Earl H. Grim attributed death to a heart attack. A football player at the old Harrisburg Tech High School and the University of Pittsburgh, Gougler was maintenance superintendent for the Juniata County Highways until his transfer to this city.

He was a member of the Tennis Lodge No. 371, F. and A. of which' he is past master; the Tall Cedars of Lebanon, and the Rang ers' drill team. He is survived by his widow, Mrs.

Sept. 30, (P) The In ternational Labor Office declared today that "one of the most ur gent tasks of post war reconstruc tion" would be permanent reset tlement of between 30,000,000 and i 40,000,000 persons torn from their European homes. A 166 page report, entitled "The Displacement of Population in Europe," said the problem was far "beyond the powers of any single country" and added: "Millions have been victimized by a narrow nationalism which has had a total disregard of human beings.

They can be helped only by international co operation and organization." The study was prepared by Prof. Eugene M. Kulischer, director of the Research Bureau on Population Movements of New York, in consultation with Pierre Waelbroeck, chief of labor conditions, employment and migration section of the International Labor Office. They were assisted by many organizations and individ uals with information on European conditions. A preface cautions that such a study, under present conditions, "must necessarily be regarded in many ways as of a preliminary and provisional nature." Looking for a solution to the problem presented by the millions of displaced persons, the study expresses the view that in most cases repatriation will be the most obvious remedial measure.

But even repatriation would ncV afford a necessarily satisfactory solution, the study pointed out, because various countries will have differing labor requirements.
