Kelley of Water-town testified in Federal Court today that he conceived the idea of staging an armored car robbery at the VA Hospital in Jamaica Plain. Because of difficulties with police at the time, back in 1966, Kelley said he contacted Benjamin F. Tilley of Chelsea and that Tilley agreed to stage the robbery.

On trial before Judge Charles E. Wyzanski Jr. and a jury are Tilley and Charles Domingo on a charge of arned robbery at the VA Hospital. Also on trial is Genarro Angiulo of the North End on a charge of being an accessory after the fact to the holdup. Edward F.

Harrington, chief of the Federal Strike Force in Boston, told the jury yesterday that Kelley had handed $15,000 of the VA Hospital robbery loot to Angiulo and that Angiulo had given Kelley $11,500 in other currency. At the direction of Harrington, Kelley pointed out the three defendants in the courtroom and said that he was acquainted with all three. "I had professional relationships with all three," Kelley said. In March of 1966, Kelley said that he was visiting in Jamaica Plain and that he happened to see an armored car outside the VA Hospital on South Huntington av. Kelley told the jury he observed the movements of the guards and went to the hospital every Tuesday after that for eight weeks.

He said he learned that the armored jeep went to the hospital every other Tuesday. "What was the purpose of your observations?" asked Harrington. "Well, I contemplated the robbery of the truck myself," said Kelley, "but I decided not to undertake the robbery myself." The witness said that he got in touch with Tilley, explained the situation, and that Tilley agreed to undertake the assignment. "Tilley asked me about the details and asked me why I didn't want to do the job myself," said Kelley. "I told him that I had many problems at that particular time and besides I didn't have the time." Kelley said he took Tilley to the hospital and that they observed the guards entering the hospital with two suitcases every other Tuesday.

"I noted that the guards were lackadaisical and sloppy in. the manner in which, they carried the suitcases," Kelley although the. guards were armed they did not pull their guns out from their holsters. Kelley said he told Tilley he wanted 10 percent of the haul and that Tilley agreed. "I figured that the haul would net.

about $90,000," Kelley testified. Later, Kelley said, he met Dominico with Tilley and a third man. Plans for staging the holdup were made in a parking lot in the Back Bay, the witness said. The robbery occurred on July 263 1966, and netted $68,000. "I told Tilley I wanted to know just when the robbery would be so that I could establish an alibi," Kelley testified.

The meeting at the Williams Elementa- Opposition seems to be mounting to the Newton Community Development Foundation's plan of low and moderate-income housing on 10 scattered locations throughout the city. The Newton Taxpayers' Assn. claims the foundation has failed to show what it would cost city taxpayers to donate city-owned land to the foundation.

The taxpayers' group voted to table action on the housing proposals.
