Boston Evening Globe Thursday, November 12, 1070 Consumer boss tips hat to Nixon If Melrose Rare whisky were any smoother you'd serve it in a creamer. By William B. Mead United Press International WASHINGTON Virginia H. Knaucr, viewed by some critics as the right consumer advocate for the wrong President, said today the Nixon Administration's achievements on behalf of consumers far outstrip those of the 91st Congress. "I couldn't wait for them," Mrs.

Knauer said of Senate and House members still wrangling over rival administration and Democratic consumer bills. "We just went ahead with all our other programs," she said in an interview. As President Nixon's consumer affairs adviser, Mrs. Knauer's "other programs" include running verbal fights on both her left and right, many of which are not publicized. She recently criticized the US auto industry in a speech, drew a sharply critical reply from Henry Ford 2d, chairman of Ford Motor and answered him in kind.

This week, she read AFL-CIO President George Meany's statement on leg islation he wants Congress to pass this year, noted the absence of consumer bills and told Meany privately she was disappointed and hoped he would never forget the consumer again. Mrs. Knauer, 55, also has started ambitious consumer education programs and won at least a few internal White Hose battles. Her most famous triumph was Nixon's decision to limit the fat content of hot dogs to 30 percent. Meat packers and agriculture secretary Clifford M.

Hardin sought a higher fat level. Mrs. Knauer hotly defends Mr. Nixon's consumer record, especially compared with that of President Lyndon B. Johnson and his consumer adviser, Betty Furness.

PERCY SHAIN The a y-haired, distinguished-looking Welch, who was wounded in the Battle of the Bulge during World War II, said "My answer would be affirmative" when asked if he placed a different value on the lives of Viet Cong than on friendly peoples. "I put no value at all on their lives whatsoever," said Welch, who gestured nervously and shifted in the witness stand. Welch, who served ini Vietnam in 1962 and 1963, said "The use of terror by the Viet Cong is hard to, understand "The atrocities I'm aware of are shocking, really. In my day, when I was young, we had an enemy who was in uniform. Over there (Vietnam) you never knew who the enemy was until he pulled out a weapon and started shooting at you.

Young people, kids, it's a strange way of fighting a war. Some friendly smiling people could suddenly be shooting you down. "This is the most difficult war we've ever put a US serviceman in. When your life is in immediate danger you don't know who to shoot," he said. United Press International FT.

BENNING, Ga. A nervous career Army officer who is a potential juror in the murder trial of 1st Lt- William L. Calley said under oath today he "put no value at all" on the lives of Viet Cong or their sympathizers. Col. Lamar A.

Welch, 56, was the first potential juror questioned by attorneys trying to seat a panel of at least five officers to hear the trial of Calley, charged with premeditated murder in the deaths of 102 South Vietnamese civilians in the alleged My Lai massacre on March 16, 1968. In contrast to the Viet Cong, Welch was asked his feelings about the South Vietnamese people. "I admire them, I sympathize with them and I love them," he said. "You asked me if I'm predisposed toward the defendant," Welch said. "I have compassion for people.

It's not my nature to sit in righteous judgment on a fellow man, but I am trained to make the hard decisions. Welch, like other prospective jurors, for nearly a year has been under a court order not to discuss the Calley case or to read, listen to or see any thing dealing with the alleged massacre.
