"Few of those residences there are going to be safe refuges in the event of an extreme hurricane such as Camille," said Dr. Robert H. Simpson, director of the National Hurricane Center- bimpson comment came at the end of a daylong seminar yesterday to bring newsmen up to date" on the hurricane warning and preparedness systems. He chose Key Biscayne only as an example of the many coastal areas now undergoing population booms.

Simpson displayed a chart showing that a direct hit from a great hurricane, such as the 1926 blow that devastated Miami, would put the island 10 feet under water. The nation's chief hurricane forecaster asked the' news media to help him shoulder his unwanted role as "a prophet of doom" so the public may be made aware of the disaster potential and be ready to move quickly to safety if danger threatens.

Islands to the corporation uutil it expires Dec. 31, 1977. Control of the developed islands will then revert to these two agencies or their successors. The Harbor Islands project will cost $20 million and the Holyoke Range $5 million, all to be raised through a bond issue. The interest will be $1.7 million a year for 20 years.
