Jordan Globe Staff The Boston Redevelop-f ment Authority resubmitted the proposed $266 million Park Plaza redevelopment project today to the state's Department of Community Affairs for its approval.

The controversial project was rejected twice by former DCA Comr. Miles Ma-honey, who ruled that it failed to meet most of the state requirements. BRA Director Robert T. Kenney expressed confidence that the privately-, financed project would be approved on its third try. He said the-latest submission contains several "major new features" aimed at improving the Park Plaza and esta blishing safeguards "to protect the public interest." Kenney said the most important feature of the resubmission is the "thorough environmental analysis" of the downtown project by an outside consultant, Saratoga Associates of New York.

If the DCA approves the resubmission, a court fight is expected from a group of opponents represented by Atty. pharles F. Mahoney. Mahoney said he feels the plan is still illegal and unconstitutional, that it is stll the same plan rejected last February. Kenne said the major new features of the plan, in additional to an environmental impact study, included: A resurvey of building conditions, conducted by the Charles Main engineering firm, which shows that substandard building conditions in the project area (Park Square) "are almost double that required to warrant the area's designation as an urban renewal proj ect- Changes in the letter of intent a legal decument between the developers and the BRA which require the developer to "undertake of the "com- bat zone" area within one year after approval of the project by the DCA.

The developers, Boston Urban Assosciates, has agreed to undertake the major portion, about 75 percent, of the project as a 121 A limited divident corporation, which limits profits to six percent.
