Sullivan, Successor ANdrew 8-3088 88 West Broadway MORNING DEATH NOTICES starts 'last chance' talks in Italy United Press International ROME Aldo Moro, Italy's ablest political negotiator, began talks with leaders of nine parties today in an attempt to solve a 25-day-old government crisis without calling elections. Moro.

former foreign minister and former premier, began two days of exploratory talks in a hall of Parliament. Moro is a suave southern lawyer with a white forelock standing out amid his black hair and is famous in Italy for solving difficult political disputes. President Giuseppe Saragat appointed Moro yesterday as fact-finder in a steadily worsening crisis and asked him to report back as soon as possible. Newspapers described the appointment of Moro as the last hope of settling differences between the Christian Democrats, Socialists, Unitarian Socialists and Republicans. "Moro Last Chance," was the bannerline in Rome's Giornale D'Italia.

If Moro reports there is a prospect of agreements, Saragat is likely to appoint him as Italy's next premier. If he reports failure, Saragat probably will have to call new elections three years ahead of schedule. The powerful Communists have gained in every election since the war.
