The complaint filed by the DEA charged the trio with knowingly and intentionally possessing with intent to distribute 132.8 ounces of the heroin. The undercover agents in their negotiations reported the trio was asking $1,200 per ounce. An El Paso police woman, according to the complaint filed in the magistrate's court, took prominent part in the negotiations. In open court, the trio admitted they have been under methadone treatment for more than a year. A date for the formal arraignment will be set Thursday.

Undercover negotiations by agents of the Drug Enforcement Administration and El Paso police task force Tuesday resulted in the arrest of three persons and the seizure of approximately five ounces of Mexican brown heroin. Taken into custody while reportedly making delivery of the drug to the agents at an East Montana shopping were Gayleen Smith, 23, of 5336 Annette, and two male companions identified as Roberto Antonio Resendez, 41, of 3900 Lincoln, and Francisco Ramirez Chavez, 39, a resident of Juarez. They were arraigned before U.S. Magistrate Ron Ederer, who set a $30,000 corporate surety bond on the round of hearings con- cerning the El Paso( Electric Co. He said if El Paso city officials would allow him sufficient time during the upcoming hearings, "perhaps I could add a small bit in getting all the information necessary to make the right decisions for all of us for the good of our constituents and citizens in the entire service area of El Paso Electric." Keeping foremost in mind the protection of the consumer, while allowing "a healthy and reasonable" rate of return to the electric company, Baca said "politics should not play a part in these hearings." Anthony's third-term mayor said he is still willing to cooperate with Mayor Henderson "and his fine council" in any manner "whatsoever that can accommodate me and my conditions." American Broadcasting Company affiliate, KVII in Amarillo, is the area's dominant station, Roy said. He was general sales manager of the Amarillo station before moving to El Paso in mid KVIA television, formerly KELP TV was bought Thursday by Marsh Media, El Paso. Former owner John Walton retains ownership of KELP radio, according to Wayne Roy, KVIA's new general manager. Roy would not disclose the price paid by members of the Marsh family under terms of the purchase agreement. Marsh Media, El Paso, is a limited corporation consisting of Stanley Marsh III, Tom January.
