NOTIFICATION OF INTENT TO REQUEST THE RELEASE OF FUNDS On December 8, 1975, the City of El Paso will submit a request for the release of funds and certification to HUD. The request and certifications will be an application for a grant of funds under Title I. The project to be undertaken is for a Citywide study of social services for youth and elderly, all within the corporate limits of the City of El Paso, Texas, to wit: This pro gram proposes to do a city-wide study of social services for youth and the consequential implementation of services found to be meaningful and efI fective. The City of El Paso has made an Environmental Review Record of said project. This record may be examined and copied at the office of the Deputy Director of Public Works, Room 305, City-County Building, 500 E.

San Antonio, El Paso, Texas, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, except during holidays. Costs of production of copies of the Environmental Review Record will be assessed pursuant to 24 CFR 15. The Chief Executive Officer of the City of El Paso, Texas is Mr. Don Henderson, Mayor.

The City of El Paso, Texas will undertake the project described above with block grant funds from the U.S. Department of Housing and Community Development of 1974. The City of El Paso, Texas is certifying to HUD that the City of El Paso, Texas and Mr. Don Henderson in his official capacity as Mayor of El Paso, Texas consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to Environmental Reviews, decision-making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the City of El Paso, Texas may use the block grant funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969.

HUD will accept an objection to its approval of the release of funds and on acceptance of the certification only if it is one of the following bases: (a) That the certification was not in fact executed by the Chief Executive Officer of the applicant; or (b) That applicant's Environmental Review Record for the project indicates omission of a required decision, finding, or step applicable to the project in the Environmental Review process. Objections must be prepared and submitted in accordance with the 2001 Bryan Tower Fourth Floor, Dallas, Texas 75201. Objections to the release of funds on basis other than those stated above will not be considered by HUD. No objection received after January 6, 1976 will be considered by HUD.
