THE EL PASO TIMES, Tuesday, June 28, 1977 Twin Plant Benefits Wide-Ranging Page 14-G Iff yWff fJOWJB CT Bob Head, of Industrial Development Corp. (IDC) of EI Paso, said the twin-plant concept is "beginning to boom in regard to prospects looking. The devaluation has increased interest by a large margin." Head's organization aims at improving El Paso's industrial position by disseminating information and compiling labor, industrial and manufacturing statistics for potential customers and planners. "About one third of the industrial requests we get are for twin-plant information. In my opinion, the outlook is tremendously promising," he said.

"I think the direction taken by PrnciHnn! Pnrinir, i 1 .1 -J 'u muin; uie forecast more promising still," Head said. Hendrix added, "Just recently a border to gain access to the tariff breaks. "Employment over here is at its peak," Tres Hendrix, leasing and sales officer at Juarez Industiral Park, said. "In our particular park, we have leased an additional 130,000 square feet in the last few months. The peso devaluation has raised the interest level quite a bit," he added.

Hendrix said the overall twin-plant employment in Juarez is about 25,000, which represents a 25 per cent increase from June of last year. "It would be speculative to say our expansion is solely due to the peso problem, and it would be misleading because our own increase is due to current customers who wished to expand," Hendrix explained. Still, he said, "the devaluation makes us more competitive with places like Japan, with very low labor costs. Average wages over here now are about $1 per hour including fringe benefits." By JEFF BARTON El Paso's chief asset from an industrial standpoint is its proximity to Mexico. Add the Mexican government's maquila (Border manufacturing) program and you have El Paso's "twin plant" industrial concept.

It's simple: American manufacturers build plants in Mexico to take advantage of large, inexpensive labor pools and receive tariff breaks from each government as raw materials and finished products cross the border. Mexican workers benefit from higher than average (Mexican) wages. Mexico's economy benefits from an influx of dollars. American manufacturers benefit from increased prnrturtinn and lower labor costs. American labor unions, habitually opposed to the practice, actually benefit from the program because many manufacturers expand product lines and employment on this side of the 0X 4S3kW Bfk pm) 0m wot form of export tax credit has been ex-i tended to include maquila That helps even more."
