McCarty, 83, C. SS. retired bishop of Rapid City, S.D. He died Sept. 14 at Rapid City after a long illness.

Bishop McCarty was a vice rector of the Mission Church Basilica in Roxbury from 1930 to 1933. and former superior of the Eastern Province of the Redemptorist Order. He was born at Crossingville, and was graduated from St. Mary's College, North East, and professed a Redemptorist on Aug. 2, 1910.

He was ordained on June 10, 1915. Bishop McCarty was a professor of philosophy at Mt. St. Alphonsus College in New York and in 1939 he was named superior of 700 Redemptorists of the Eastern United States, Caribbean and Latin Ameri- C. W.

Lewis Jr. a pioneer in television C. Winslow Lewis Jr. of 86 Forest Wellesley Hills, a pioneering engineer in television and an avid sailor, died yesterday at New England Deaconess Hospital in Boston. He was 60.

He was born in Brookline, attended the Beacon and Rivers School's which were then located in Wellesley. He also attended Bowdoin College and Union College. From 1938 to 1950 he was an engineer for the General Electric Co. in Schenectady, N.Y., and was one of seven main who worked on G.E.'s first television station, WRGB-TV in Schenectady. He often spent summers at Kennebunkport, Maine, where he sailed along the Maine coast in his sloop, "The Northern Light." He wa's a past commodore of the Kennebec River Club in Kennebunk, Maine.

He also established a racing bowl at the club for those who extended the most effort during the seafor his Social Democratic Mr. Lewis was interested in ham radio for many and was a member of years the Kennebunk and Arundel (Maine) Yacht Clubs. He leaves his wife, Sally (Lowe); a son, Charles W. Lewis 3d of Duxbury; a daughter, Mr's. L.

H. Conklin of Cohasset; a sister, Mrs. Robert S. Hoffmann Jr. of Wellesley; his mothMrs.

Harriet Shaw Retired nurse, 85 Harriet Gladys Shaw, 85, of 15 Edgar Scituate, a retired registred nurse, died yesterday at Norwell Knoll Nursing Home after a long illness. Born in Florida Orange County, New York, she moved at an early age to Braintree where she attended local schools. She received her nurse's training at the Homapathic Hospital in Boston, which is now known as University Hospital. She worked as a nurse at the Hospital many years before retiring in 1945. Miss Shaw summered in Scituate some 25 years before becomin a permanent resident of the town in 1950.

She was a member of the Hospital Nurses and also a member of First Trinitarian Congregational Church of Situate. She is survived by a sister, Miss Elinor M. Shaw of the same address, and a brother, Arthur J. Shaw of North Quincy. Memorial services will be held at 2 p.m.

Sunday, in First Trinity Congregational Church, Situate. Interment will be in Mt. Wollaston Cemetery, Quincp. BISHOP McCARTY ca, with headquarters in Brooklyn, N.Y. He was consecrated a bishop in St.

Patrick's Cathedral in New York on Jan. 25, 1943. Throughout World War II he visited camps, hospitals and training centers in this country and overseas. Bishop McCarty was appointed to the Rapid City Diocese in 1947, remaining there until his retirement three years ago. Among the celebrant's at the funeral Mass will be Rev.

Hagstrom, 70, of 248 Western will be held today at 2 p.m. at Trinity Congregational Church here. He died Tuesday in the Addison Gilbert Hospital. He was the general manager an and treasurer of the Hagstrom Construction a firm founded 50 years ago by his father. In 1958 he was appointed to fill a vacancy on the Gloucester School Committee and the following year he was elected to a full four -year term on the committee.

Mr. Hagstrom was a member of the Bass Rocks Golf Club and the Essex Country Club, both in Gloucester and the First Church Christ Scientists in Boston. He was also a past president of the Gloucester Rotary Club, a vice president of the Cape Ann Bank and Trust Co. and a member of the board of directors of the Gloucester YMCA, the Addison Gilbert Hospital and the Gloucester Chamber of Commerce. He leaves his wife, Ruth C.

(Currier); a son, Alan of Gloucester; two brothers, George P. of Gloucester and Robert W. of Aptos, and a stepdaughter, Mrs. Marcie Moore of Fort Lauderdale, Fla. Bomb rigged to truck kills N.C.

3 MONTH OLD AKC Siberian Binding school arbitration urged in R.I. Associated Press PROVIDENCE Gov. Frank Licht yesterday said the state needs to replace present collective bargaining legislation for teachers with a law providing binding arbitration on wages and economic matters. "The present system doesn't work," Licht said one day after the last of nine teacher contract disputes was settled. He said the proposal, certain to touch off opposition from school committees, "may not please a lot of people." But, he added: "I don't see how anybody can say the present law is working." Noting that 17 districts were still bargaining 10 days before school openings this year and nine districts finally faced delays in the scheduled start of the school year.

Licht predicted more serious problems next year, unless new legislation is passed. "I've seen a bitterness and resentment develop on both sides," Licht said. "I think they're going to spill out in future negotiations." Under the current statute, adopted in 1966, teachers and school committees can sit down to binding arbitration on all but economic matters. Licht said this type of a system "polarizes the parties," with the teachers sticking by the arbitrators' award and the school committee saying it is not bound by the award. The governor said he was in a unique position to propose legislation since he is not facing re-election.

He also disclosed that at the height of the strikes, he contemplated calling a special session of the legislature to adopt new laws. He proposed that a mechanism be established in the Board of Regents under Dr. William P. Robinson associate commissioner of education, to monitor teacher contract negotiations and pick arbitration panels, or act as arbitrators themselves, if bargaining talks break down. Husky puppy.
