By Robert B. Hanron Globe Staff The two-year runing feud between Gov. Sargent and the Massachusetts Legislature apparently is destined to continue for another four years. While Sargent was elected by a solid majority, Democrats in both the House and Senate appeared to have piled up a larger majority than ever. The present Senate composition of 27 Democrats and 13 Republicans has apparently jumped to 30 Democrats and only 10 Republicans.

It creates the most lopsided margin held by either party in the upper chamber since the turn of the century. House reports were slower In coming In, but here, also, it appears certain that the Democrats will retain their present margin of 1 to lover the GOP membership and possibly might ipick up a couple of additional seats. Democratic control of both branches was assured even before the election. With 238 of the 240 House seats occupied at the end of the 1970 session, the Democrats held 170 and the Republicans only 68. The Republicans, who had hoped to pick up enough seats to prevent the Senate from having the ywo-third majority to override a gubernatorial veto, instead suffered the loss of three posts.

They expected to lose the Third Suffolk seat held by Sen. Oliver F. Ames (R-Boston). This area was re-districted and split up among adjoining Democratic districts thus making the election of a Republican impossible. Biggest surprise was the defeat of William I.

Randall of Framingham, former assistant Republican leader, to Edward L. Burke (D-Framingham), 27, former teacher and member of the Peace Third GOP Senate seat lost was that held by William D. Weeks of Cohasset, who did not seek reelection, but ran for Congress in the 12th District and was defeated by GOP incumbent Hastings Weeks' post in the District was won by Allan R. McKinnon (D- Weymouth), a supporter of the Shea bill to test the constitutionality of the Vietnam War. McKinnon defeated Rep.

Charles W. Mann (R-Hanson), who voted against the Shea proposal. In other contested Senate districts, incumbent Charles V. Hogan (D-Lynn), dean of the upper chamber by virtue of office tenure, defeated Timothy Bassett, 22, Lynn Independent. In the heavily Republican Cape and Plymouth District where Sen.
