"The fact that Dr. Sweig made such an appointment for Mr. Voloshen and accompanied Mr. Voloshen and a Mr. Coleman to the SEC was done without my knowledge or permission, and I was not made aware of all the facts until today.

"Martin Sweig admits an error of judgment but denies any improper conduct as a member of my staff. He has worked for me for over 24 years. He has never given me reason to doubt his loyalty or integrity. I will be shocked if the trust and responsibility I have placed in him has been abused. He assures me that it has not." Although it was not stated in the complaint, McCormack's statement the case is Nathan Vol-oshen of New York City, who over a period of years has been an acquaintance of both the Speaker and Sweig. He is often seen in the Speaker's office. It was learned that a Federal Grand Jury in New York is investigating an allegation that Voloshen used a telephone in the Speaker's office and identified himself as an aide to the Speaker attempting to get a pardon or parole for a Mafia member who is now in prison. Sweig is reported to have appeared before that Grand Jury on Tuesday of this week. Voloshen maintains a law office at 6 East Forty-fifth New York City," but he is not listed as a member of the New York Bar Assn.

The action came 'only a few hours after the Securities and Exchange Commission (SEC) filed a civil complaint in Federal District Court in New York against the Parvin Dohrmann Co. and 17 othe defendants alleging fraud in securities transactions. Voloshen was paid $50,000 by Parvin Dohrmann for legal services in a check dated June 10. The SEC complaint noted that Voloshen was paid a substantial fee "although nothing resulted from his efforts." The SEC refused to lift the stock sale ban immedi-piv. but did lift it on May 12 after the fi-m disHbut-ed a lengthy press release giving an accurate picture of the company's stock position. The SEC complaint alleges that the defendants manipulated the sales of securities in Parvin Dohrmann in attempt to benefit a small group of friends and at the expense of the other stockholders in the firm.

Parvin Dohrmann, located in Los Angeles and Las Vegas, operates a hotel supply business and also owns the Pre-mont and Alladin hotels and gambling casinos in Las Vegas. The Voloshen involvement was only one facet of the complicated SEC case. Others charged in the case included, film actress Jill St. John and Albert Parvin, former head of Parvin Dohrmann Co. and creator of the Albert Parvin Foundation.

Supreme Court Justice William O. Douglas recently resigned as head of the foundation in the face of congressional criticism. Speaker McCormack appeared shaken as he handed the statement to newsmen. The 78-year-old leader of the House Representatives at first declined to elaborate on the printed statement but later, when pressed" by a reporter, said, "I'm just as clean today as the day I took my first oath of office. My public and private life is an open book." McCormack's public career began in 1917 when he was named a member of the Massachusetts Constitutional Convention.

McCormack has always lived a quiet existence in Washington. He rarely goes to parties in the city except to make a brief appearance at those occasions where it is required. He eats dinner each night with his wife in their apartment in the Washington hoteL He does not own a home or a car.
