Tacking two days on to the regular school year could lead to a conflict be- tt '-en Bo5ton Teachers Union (BTU), which expects extra pay for those days, and the school committee which does not believe it has an obligation to pay additional salary. One of the suspects was identified as William J. Johnston, 34, of Montreal, a brother of Boston Bruins goalie Eddie Johnston.

A fifth suspect fled in a panel truck. The others were held in $50,000 bail each after pleading guilty to armed robbery charges in Somerville District Court. They were arrested at gunpoint earlier following the holdup that led to an exchange of bullets in which Sgt. Raymond Peck was wounded. The gunmen entered the Court Bank N.A.

(National Association) on Broadway, Somerville, at 11 a.m., police said and pistol-whipped guard William Landers, 60, forced bank manager Charles Giardella and the tellers to the floor, and scooped up $37,239 in cash. At this point, police arrived. There were six customers present, including Andrew Walker and his five-year-old daughter, Judith. Capt. James Kilmarten, 64, and Sgt.

The gunman jumped from the truck, fired the shotgun, wounding Peck three times in the leg. Kilmarten, Patrolman Wallace Foskett and Patrolman Vincent McDo-nough, the route man, fired several shots as the gunman jumped back in the truck, and fled. McDonough fired one shot as he entered the bank and ordered the four men to surrender. From the rear of the bank where they were trying to find an escape door they returned to the lobby, and surrendered. All standing over 6 ft and weighing at least 200 pounds, the suspects were identified as Robert J.

Dad-dieco, 35, of 61 Revere Revere, a salesman; Peter White, 30, of Montreal, a dock worker; Johnston, and Frederick J. Smith Jr. 29, of Quebec. Arraigned before District Court Judge Michael De-Marco, they were ordered held in $50,000 bail each in the County Jail at Billerica. Three slugs were removed from Peck's leg at Massachusetts General Hospital where his condition last night was described as good.

In a conversation with newsmen before his formal statement to the board, Kerrigan referred to the fact that four of the 10 board members were absent. "Four of these fakers aren't even here today," Kerrigan said.

"That shows when people owe their jobs to political appointments they are not responsive to the will of the people." The state board of educa-; tion is appointed by the governor. Kerrigan and the rest of the Boston school committee are elected. State Education Comm Neil Sullivan, who recommended that the state board turn down Boston's request explained after the meeting his major consideration was to be consistent with the handling of waiver requests from nthr-r communities. Of the 156 communities that ap-plied for waivers, Boston was the last to come up with a plan to go 178 days the minimum standard set by the state for communities that missed days because of snow. William G. Robinson (R-Melrose) for a two percent general sales tax. Robinson says the yield will be enough to meet the state's obligations and help out the localities. It is unlikely that any sales tax change will get through the House without some debate over the possibility of striking the exemptions on industrial machinery and on turn-in value in new car purchases. Both of these ideas are certain to run into stiff opposition from the interests affected.

Sargent's suggestion that it come up with its own tax program, and chances are the governor will send in a sales tax message. Neither House Speaker David M. Bartley nor Senate Pres. Maurice A. Donahue had any immediate comment on the challenge offered by Sargent after the House, 164-38 killed the governor's $140-million income surtax program Thursday.

But both of the Democratic legislative leaders take the position that it is the responsibility and duty of the governor, not the Legislature to propose budget-balancing revenue programs. The position conveniently frees them from any political onus that might attach to a new state tax program. They point to the 51 Republican House members, among them Minority Leader Sidney Q. CurtLss, who voted against the Republican governor's plan as evidence that the chief executive did not make a maximum effort for his own bill. Speculation is that a new Sargent tax measure, expected in about 10 days, will be built around some kind of increase in the sales tax.

Although a sales tax hike is likely to run into less opposition than the original Sargent program, most observers believe that only an all-out effort on the gover nor's part can pass any kind of a $140 million program this year. Even that may not be enough. The lawmakers are getting heavy pressure from their constituents against any tax increase this year. At the same time, city and town officials are impatiently waiting for the "cherry sheets" showing official state aid estimates, so they can mail out real estate tax bills. The cherry sheets were due May 1.

Democratic and Republican experts are agreed that without a tax increase in the $140 million range there will be no state employee pay increase, a drastic drop in local aid and possibly sharp cutbacks in higher education. Involved and awaited is the report of the Senate ways and means committee on the governor's budget, cut to $1.4 billion from the $1.5 billion submitted by Sargent in House action two weeks ago. Senate ways and means Chairman James F. Burke (D-Brockton), has promised the budget will be ready for floor debate in the Senate on or before Wednesday, June 18. Sargent might conceivably wait for the ways and means figure before submitting his new Under econsideration in the Sargent camp, which does not realistically expect any tax plan from the legislative branch, is the proposal Another Dossihilitv is $25 REWARD REUPKOL, DIRT CHEAP i PR-slt" LOST.

"It remains a scientific problem to decide whether or not marijuana is or is not dangerous to our society." Dr. Handler said. "Very obviously," he continued, "if alcohol wore discovered tomorrow for the first time, we would consid-er it in exactly the same light and wonder whether pr not our society should accept it." Dr. Handler's comments were similar to these made in 1067 by Dr. James L.

Goddard, then the commissioner of the Food and Drug Administration, that touched off a nationwide controver-sy. In his testimony," Dr. Handler disputes the claims of police officials who say that marijuana use leads to the "hard," more dangerous narcotics. "This is not necessarily because of the physiological consequences of marijuana," said Handler. "It may well be the personalities of those who sought the marijuana in the first place." He called the scientific evidence "inadequate" decide on the long-term" physical or mental damage from marijuana use.

"But persons under the influence of marijuana are as mentally unreliable as those who drink to excess," he said. But that right to know is ignored in other countries, such as Cuba and Haiti. Their governments were condemned today bv the president of the Inter American Press Augustin E. Edwards. Edwards called on members of the association and others "to condemn all governments which curtail their citizens right to know what is going on in their own countries and in the world." In his annual statement, Edwards scored Cuba and Haiti for their destruction of the fundamental human right to know. Edwards said that nothing can destroy man's capacity to criticize and dissent.

And newspapers, he said, should provide the mechanism for it. "In full and humble awareness of our function, and despite the imperfections which we must strive to remove from our fulfillment of it, we demand the right to inform, to criticize and to dissent," Edwards said. pin. aau. Reconstruction of Edsartown Road WASHINGTON De-fense Secretary Melvin Laird yesterday appealed to the government cf North Vietnam to observe strictly the Geneva Convention of 1949 and make available to the U.S. names of American prisoners of war. In a statement issued at the Pentagon, Laird said that broadcasts made by a few prisoners "are a feeble gesture" and "no substitute for the humanitarian guarantees we are seeking." Laird's sharp plea came a day after Secretary of State William R. Rogers spoke out on the same subject at his press conference.

Rogers expressed his "serious concern about Ameri lOKl.MAL. "For. the sake of the prisoners and for their families, we continue to hope for a positive response from" North Vietnam" Rogers declared.

U.S. sources claim that close to 605 Americans are believed to be prisoners of North Vietnam and a like number are in the hands of the Viet Cong. On May 19, Laird questioned whether Hanoi is providing humane treatment to its captives. I STllilKOl r. H-SOl THBOROt RF-21L26.
