Call 227-1770 or ee Some 5000 demonstrating students held a rally at the University of California in Berkeley yesterday in defiance of hundreds of National Guardsmen and riot police sealing off the campus and patrolling the city to prevent further rioting here, Demonstration leaders urged the crowd to stay on the campus and "create a little bit of havoc." Guardsmen and police officers, who called in a helicopter Tuesday to bomb 1000 students with tear gas, did not try to break up the rally, and there were no clashes. The demonstrators eventually split up into smaller groups, marching around the campus shouting "Save the Park" a reference to a disputed plot of university owned land where hippies planted grass and trees before being driven off by police last week. Fifty of the 1200 full-time professors at the university signed a statement declaring they will not teach classes until the National Guard is pulled out. About 500 students went on strike at the University of California at San Diego in sympathy with the protesters at Berkeley campus. Police hauled 46 handcuffed protesters from the occupied administrative offices of St.

Peter's College in Jersey City, N.J., yesterday. Eight faculty members and the president of the student body were among the sitters-in arrested at St. Peter's after they defied a court injunction to get out. All were released on their own recognizance after a court hearing. The demonstrators were protesting the decision of Rev.

Victor Yanitelli, college president, not to renew the contract of Prof. Thomas Haessler, a theology instructor. In New York, black and Puerto Rican dissidents at City College of New York set a deadline of midnight tonight for conclusion of negotiations on their demands. One student negotiator said there has been "some movement'' but an associate dean denied any "finalization" had been reached. Classes resumed at CCNY after two days of convocations.

A fire touched off by a firebomb severely damaged a classroom in Goethals Hall. House Warns Colleges By RICHARD H. STEWART WASHINGTON House rs overwhelmingly served notice on college administrators yesterday to get tough with campus demonstrators or suffer the loss of some Federal aid. The House action came on an amendment to a supplemental appropriations bill for several government agencies for the remainder of the current fiscal year. Introduced by Cong.

William J. Scherle it would cut off Federal funds to defray interest costs on college construction if the colleges involved failed to punish demonstrators guilty of violating local or school laws. The amendment, considerably milder than some measures now pending in the House, advises college officials that they must enforce existing legislation that would make any student ineligible to receive Federal aid for two years after being convicted of a crime or after violating school regulations during a campus demonstration. Members of Congress have been critical of college officials for not enforcing that provision. The amendment was assured of passage when it was supported by Cong.

Edith Green chairman of an educational subcommittee investigating stu- dent disorder. Mrs. Green is normally considered a moderate on such legislation. Scherle told the "this amendment would put a little starch on the backbone of weak-kneed administrators." The amendment was on a roll call vote of 329 to 61. It has only limited effect since it only covers interest on loans for college construction.

It was estimated that only 250 of 2000 colleges could be affected by the amendment. In other action, the majority of the members turned back bids by several House doves to cut out of the bill all of the $1.2 billion earmarked for military operations in Vietnam. Opponents of the cuts said part of the funds would be used to supply equipment to the South Vietnamese army to allow it to bear a larger burden in the conduct of the' war.
