The Boston GIooc Thursday, October 24, 19fi8 It Police Seize Escaper in Motel Royce was taken to State Police headquarters for questioning. State Police officers involved in the arrest were O'Donovan, Lt. Det. James DeFuria, Det. John Dillon and Trooper Howard Levins and Boston officers Dets.

Robert Chennette, Gerald Bauman, John Cic-colo and Paul Ryan. was Guard Allen Curtis, 35, of Kingston, who was released unharmed in Boston's North End. The car was found in East Boston. State Police Lt. John O'Donovan said that Royce had checked into the motel under the name of John Ryan of Springfield.

By PAUL FEENEY One of three accused bank robbers who escaped from the Plymouth House of Correction in the sheriff's car last Saturday was apprehended in a Saugus motel early today. William E. Royce, 23, of Dorchester, was captured at gunpoint at 5 a.m. by ten armed FBI, State and Boston police.

Police said Royce was given no opportunity to resist as they stormed into the motel room. They said they found a pistol on a night table. They also confiscated $2000 in cash. Royce was one of three men charged in connection with an $18,000 holdup of the First County Bank in Brockton on Oct. 16.

The collection of mayors, selectmen and public works officials from Melrose, Maiden, Everett, Revere, Wakefield, Stoneham, Saugus and Chelsea agreed Wednesday that each town would have an equal vote on the proposed incinerator's governing board. Legislation passed this Summer provided for an incinerator district board, in which the eight community votes would be weighted according to the amount of trash they deposited at the planned disposal plant. Now, the communities will try to amend this provision. At a meeting earlier this Fall, the officials agreed that the weighted vote formula would enable the three largest communities Everett, Maiden and Revere to control the board. On Monday, Melrose aldermen voted unanimously against the regional incinerator unless each town had an equal vote.

Officials meeting in Melrose City Hall came around to this view. At the behest of Revere Mayor George Colella, however, they also agreed that the regional incinerator board would not make any decisions unless six communities assented a 75 percent majority on the new board. With the voting formula question out of the way the communities will now try to agree on a series of additional amendments to present to the Legislature when it convenes in January. The communities, all of whom use the old Saugus dump, are operating under the threat of a deadline. The Saugus dump is only open under an emergency decree by Gov.
