PRESENTED TELEGRAMS They were given copies of telegrams sent to federal agencies requesting additional emergency funds for jobs and told by Mayor Williams that the only direct response has come from Sen. Lloyd Bent-sen, He reported that immediate contact had been made with the Department of Labor to see what additional funds exist for summer youth jobs. Williams said improvements have been made in park and recreation facilities and noted that the City is looking into the possibility of acquiring gym facilities at Jesuit High. Still another deledgation of representatives of Chicanos Unidos of Ysleta pointed to inadequate recreation facilities in the Lower Valley that is rapidly expanding, with more than 12,000 youths under 18, and becoming a concentrated poverty area.

FACILITIES NEEDED They said the area needs a facility such as Armijo Center for recreation, class rooms and community activities. As an alternative they asked remodeling of the Ysleta Recreation Center, new ball fields and a municipal swimming pool and a pavilion in the Presa area for dances and fund-raising activities. They suggested that a small recreation center could be built by volunteer and Mainstream workers if the City provided the land and materials. As a final alternative they recommended the City purchase one of several existing buildings in the area for remodeling into a community center. REYKJAVIK, Iceland (AP) Bobby Fischer apologized in writing Thursday to Boris Spassky for "disrespectful behavior" that threatened their world championship chess match, and Moscow's Ta-ss news agency said "all demands of the Soviet delegation have been satisfied." It was announced that the first game would be played Tuesday.

Fischer, the American challenger, and Spassky, the Soviet world champion, met Thursday night to draw for the first move in the $300,000 series of 24 games. Fischer drew the black pawn, giving Spassky the first move with white and sH'ght advantage. The draw was done the same way park-bench chess 'players would do it. Spassky took two pawns, one white, one black, juggled them behind his back then extended his closed hands to Fischer Without hesitation, Fischer hunched forward and pointed a finger to Spassky's right hand. With a smile Spassky opened it.

Fischer delayed the opening of the match, which was to have begun last Sunday, in a holdout for more money. More prize money was donated, but Spassky then demanded a written apology for Fischer's conduct before the champion would play.
