Agreements were reached at meetings in Seoul and Pyongyang to refrain from slanderous statements or armed provocation and to install a telephone hot line between the two capitals "in order to prevent the outbreak of unexpected hostilities," the announcement said. Fischer To Play REYKJAVIK, Iceland (AP) Bobby Fischer was reported ready Monday night to meet Soviet titleholder Boris Spassky for the world chess championship and a prize pot sweetened by $130,000 from a London banker. By Busload BALTIMORE (AP) Two armed men commandeered a busload of race track fans Monday and forced the driver to circle the city while they robbed the passengers. The two men, one armed with a shotgun, fled the bus with $3,413 an hour later at the Baltimore Beltway Interchange with Route 95 in Hale-thorpe, a small suburban community 10 miles south of here, police said. No one was hurt. Thomas M.

Manning, manager of the Baltimore Motor Coach Col, said the bus carried 46 passengers and was en route to Delaware Park Race Course at Stanton, Del. Manning said the gunmen, who had boarded the bus at the downtown Baltimore Civic Center at about 11 a.m., pulled guns on the driver as the bus neu-ed the Baltimore Beltway on Pulaski Highway, north of the city. He said the driver was forced to enter the Beltway and drive completely around the city while the gunmen went from passenger to passenger, taking valuables. Forty-three of the 46 passengers told police they had been robbed. George Dotson, the bus driver, said the bandits ordered him to stop the bus at the interchange and that both fled on foot over an embankment and across the busy highway.

No getaway car was seen, Dot-son said. The three passengers who were not robbed said they merely told the gunmen they had no money. Manning said one passenger scribbled a note calling for help and dropped it from the moving bus as the robbery was in progress, but it was lost in the stream of 65-mile an- Mrs. Velarde uses the bell as a teaching tool in an attempt to instill patriotism in her children. City Looks At 'Squeeze' (Continued From Page 1-A) brought the assessed property value to million with a tax revenue of $17,130,000 for the City, an increase of $2,616,000 to offset the $3.7 million pay hike. An estimated 3.5 per cent increase in property value on City tax rolls through construction and other improvements will raise the total assessed value at 65 per cent by $33,875,000 for an estimated total of $1,000,875,000. This appreciation in -property value will produce another $600,000 in tax revenue, giving a total anticipated income of $17,730,000 as compared to $14,514,000 at last year's 55 per cent ratio. The 18.18 increase will also apply to the County, school and hospital district taxes since they are based on the City's assessed value on property within City limits. There is indication the school district tax levy may be reduced by 10 cents but the other taxing authorities are likely to hold to their present rate, reaping the benefit of the City's assessment increase.

With many property owners applying before the Board of Equalization for past depreciation, Tax Assessor-Collector W. W. (Woody) Wilson said it will be several weeks before any final assessment figure can be arrived at but places it near $1 billion. (Continued From Page 1-A) and cracked as it was being hung to test its sound. Two American workmen Charles Stow and John Pass, melted the English bell down and attempted to recast it.

The second bell was failure. The men added too much copper which caused it to have to have a terrible sound. The men cast it a third time and in May 1753, the Liberty Bell was finally hung in the steeple, to begin its ringing career. It rang so frequently, in fact that the people of Philadelphia petitioned the Assembly to cease the frequent ring. The petition was ignored.

The bell pealed as Benjamin Franklin went to England to seek redress of colonial grievances and again when the Treaty of Paris, ending the French and Indian wars was signed. It narrowly escaped falling into British possession as it was carted across the countryside during the War for Independence. Since the bell is actually older than the United States, the inscription on it was almost prophetic, "Proclaim Liberty Throughout All The Land Unto All The Inhabitants Thereof." Actually Isaac Norris chose the quote from the Bible, Leviticus 25:10. Most people mistakenly assume that this inscription came about during the American Revolution. It was inscribed almost 25 years before the conflict and had nothing to do with the Ameri-ican revolt.

It tolled once again as Charles Carroll, last living signer of the Declaration of Independence was buried and finally when John Marshall, last of the old Federalists, died. Since then it has been struck lightly for sound on VE and VJ days. In 1960, tympanist was brought in to gently strike it for a tape recording of the sound. The tape is now played for all ceremonious gatherings. If the symbol of liberty, itself, were to register a list of grievances against its handlers, the list would be extensive.

The Liberty Bell was not always held in such high regard. During its life, it has been bounced off an army wagon, left on a railroad siding in the snow and rain, nearly melted down for junk twice, carted about the countryside to encourtge attendance at fairs and nearly sold at public auction. Nixon will talk for about 10 minutes, Ziegler said. The speech, which Ziegler said would be carried live by all radio networks, fits Nixon's pattern of using holidays as occasions for nationwide addresses.

He made radio broadcasts last Labor Day and Veterans Day. Ziegler said the President would discuss in the speech-plans for the Bicentennial observance of the nation's Independence in 1976 and "touch on other matters appropriate to the 4th of July."
