The Alabama NAACP president and 11 other black leaders bent on ripping down the Confederate Bag atop the state Capitol were arrested yesterday as they tried to scale an 8-foot fence around the building. The black leaders contend the rebel battle flag, flying from a cupola on the Capitol dome, is a racist symbol of slavery and black oppression. State troopers and Capitol police met State Rep. Thomas Reed, the state president of the National Association for the Advancement of Colored People and other black lawmakers at a padlocked gate leading to the building, which is closed for renovation.

State police were acting on orders from Gov. Guy Hunt, who wants legislators to decide the flag issue and promised that no one would be allowed to rip down a Capitol flag. Mennen (Soapy) Williams, 76, a bow-tie-wearing Democrat who served six terms as governor of Michigan and became chief justice of the state Supreme Court, died yesterday.

Williams suffered a cerebral hem-. orrhage Monday and was taken to St. John Hospital but never regained consciousness. Williams, of Grosse Pointe Farms, was governor from 1949 to 1961. He was the state's longest-serving governor until RepubliWilliam G.

Williams was elected to six two-year terms, still a record for the number of gubernatorial elections won in Michigan, and lost only one political race in his 50-year career -a 1966 race for U.S. Senate. He began his film career in 1955 at 26, playing a truck driver in the movie "Gas Oil" with Jean Gabin and Jeanne Moreau. KENNY SHERESKY Kenny Sheresky, 60, former owner of Kenny's Steak Pub, died Monday of a heart attack. Sheresky, a native New Yorker whose family had 50 years in the restaurant business, owned the Lexington Ave.

He will be remembered for his years with Harry Belafonte (1950-62) as his accompanist and arranger of such early hits as "Scarlet Ribbons" and His later years were devoted to photography.

His work has been published in several magazines. He extended to television camera work and was chosen. as part of the television crew to film the Heavy Weight Championship Bout between Ali and Forman in Zaire (1974).
