A majority is needed to kill the move. Administration leaders called northern and western party members into a huddle today to see what could be done to stop the southerners, now backed by several republicans in their battle. Senate Action Blocked The filibuster is blocking senate action on major legislation. One important measure, rent control, expires March 31. The house yesterday approved a compromise bill to continue controls another 15 months and give the government power to prevent mass eviction of tenants.

The president wanted more, but the house bill was called "a good compromise." The measure now goes to the house floor. But even house approval would mean nothing unless the senate, tied up with talk, also approved a similar bill. Thus the administration, if it loses the cloture test, may be faced with a choice between rent control or a rules change. (The filibuster would end if the controversial motion to change senate rules to gang filibusters is withdrawn. Reciprocal Delayed The senate finance committee scheduled a hearing on reciprocal trade legislation, which has backfired on President Truman.

The president requested that an extension of his old reciprocal trade authority be approved by March 4, which was yesterday. The house has given the bill its okay. But instead of passing it on time, the senate group ran into republican trouble: Senator Millikin (R-Colo) has prolonged questioning of state department witnesses, and the federal tariff commission, acting on instructions from the GOP congress, sent to the White House a long list of tariffs which, said, would not be cut below a point without hurting American industry. "Peril Points" These tariff figures are called "peril points," and if the president cuts below them he must explain why to congress. The peril point provision was eliminated in the house-approved measure which also extended authority for three years from last June 12.

The house agriculture mittee continued its hearings on the bill to repeal the federal tax on oleomargarine President Truman asked congress for some changes in the State Department to meet recommendations by the Hoover Commission. The changes are designed to give the Secretary of State more authority. FORMER JUDGE PASSES DALLAS, Mar. 5. (AP) Grin Ellis Nesmith, 63, former district judge, died here yesterday after an illness of three years.

And controls can easily be relaxed if the financial community gets in trouble. Six months ago everyone wanted an adjustment end a reversal of inflationary trends. But now that these things are beginning to be realized, it is being revealed that not all businessmen were fully prepared for them. For perhaps the first time in eight years, retailers have real competitive merchandising problems. Custoiners aren't willing to take whatever is offered them.

If the price is high, they demand quality. If they can't get what they want, they're willing to wait. Instead of merely sitting in their stores and taking or filling orders when the roll in, merchants now have to get out and sell.
