Cutler, Needham Republican, filed a report with the Legislature Thursday. The report called for drastic changes in what the commission described as "archaic, confusing and rigid" laws pertaining to the commitment of individuals to the state institutions. The recommendations concern all 125 sections of tht statute dealing with the Department of Mental Health.

A major proposal is for the appointment of assistant attorneys general who would serve as legal counsel for anyone committed to a state institution. Cawley said the decision to widen the investigation into state homes for retarded children was prompted by charges that Christmas gifts and clothing purchased by parents for their retarded children disappeared "within days" at some state institutions. a neighbor company and could not conceal her indignation when she learned that at least 20 of the 100 parents in attendance reported the loss of clothing. She quoted one mother as saying she discovered her child unclothed in a room where the temperature was under 50 degrees. The child was said to be "very high strung," but not seriously retarded and is at the institution because the mother must work and cannot provide the necessary care. The father is in Vietnam. CONNOLLY SUtf Reporter A new investigation, aimed at state institutions caring for retarded children, will be launched Monday by a special legislative commission on mental health. State Rep. Robert L. Caw-ley, a West Roxbury Democrat and chairman of the commission, said the probe will be started during an inspection of the Fernald School Monday or Tuesday. He said an attempt would be made to check conditions at the Wrentham State School and the Paul A.
