CO en a w. Europe won r. fill gap OBITUARY Canada, Australia and the Common Market have assured the President their nations will not circumvent the embargo, Hodding Carter declared. This does not the father of two judges, Joseph Gagliardi of State Supreme Court and Lee Gagliardi, a federal judge for the Southern District of New York, will be held at 10 a.m. tomorrow at St.

Augustine Catholic Church, Larchmont Gagliardi was senior partner of the law firm of Clark, Gagliardi Miller in White Plains. Jimmy Durante in hospital Santa Monica, Calif. (AP) Comedian and actor Jimmy Durante, 86, was reported in satisfactory condition yesterday in St. John's Hospital, accord-' ing to nurse Evelyn Niscuer. Durante, who won fame in radio and early television, was reportedly admitted to the hospital Tuesday with pneumonitis, a form of pneumonia.

He suffered a stroke in November 1972 which left him partially paralyzed and forced him to retire. (Continued from page 3) diverted to Germany to avoid a longshoremen's boycott at U.S. ports. Kluncke said that the Soviet invasion of Afghanistan recalled Nazi actions of the 1930s and 1940s." In Des Moines, Iowa, Vice President Mondale said he favored moving the 1980 Olympics out of Moscow, possibly to Montreal or Munich. "This would permit athletes from around the world to hold that important event without politics, but not in the setting where we are granting legitimacy to a country that has just committed this outrageous and indefensible act of aggression," Mondale said while campaigning for Carter's reelection.

President Carter ordered the embargo, which halts the expected shipment of 17 million tons of food grains and livestock fodder, last Friday as punishment for the Soviet invasion of Afghanistan. A formal meeting of major grain exporters is scheduled to open in Washington today to enforce the U.S. decision. In advance of that meeting, leaders of St. Clair McKelway; novelist, playwright St.

Clair McKelway, a novelist, journalist and playwright whose articles during a 47 year career at New Yorker magazine ranged from studies of Walter Winchell to whimsical accounts of a Brooklyn junkman who counterfeited $1 bills, died yesterday at the DeWitt Nursing Home in Manhattan. He was 74. He was a member of a family that produced several well known journalists, including his brother, Benjamin M. McKelway, who was editor of the Washington Star and president of the Associated Press, and a great-uncle, also named St. Clair McKelway, who was editor of the now-defunct Brooklyn Eagle.

His own career began as an office boy on the old Washington Times-Herald. Later, he worked as a reporter or editor for the New York World, New York Herald Tribune, The Chicago Tribune and the Bangkok (Thailand) Daily Mail. Among his books were "Gossip: The Life and Times of Walter Winchell," "True Tales From the Annals of Crime and Rascality," "The Edinburgh Caper" and "The Big Little Man From Brooklyn." CORDON CHASE Framingham, Mass. (AP) Gordon Chase, 48, a White House adviser to Presidents Kennedy and Johnson, was killed in a head-on automobile crash yesterday, police said. Chase was pronounced dead on arrival at Newton Wel-lesley Hospital after the two-car accident on Massachusetts Route 30 near the Natick-Weston line.

He was alone in his car. Chase, of Framingham, served as a White House staffer for four years. FRANK GAGLIARDI Funeral services for Frank Gagliardi, 93, a lawyer for more than 50 years and mean they will sell no gram at an to Russia, but it obliges them not to step up their own sale's. Says Soviets won't bridge gap "As a result of these consultations, which are continuing, the Soviet Union will be unable to meet the major shortfall caused by the President's decision." Lack of feed grains is expected to lead to a temporary meat glut in the Soviet Union, as the Russians are forced to slaughter their herds. But the long-term effect will be less meat, milk, butter and cheese in the Sdviet diet, U.S.

officials predicted. Still unclear is the extent of allied cooperation with the other parts of the U.S. punitive package: a freeze on export licenses for high-technology goods and a ceiling on Russian fish catches. Though there has been speculation that Japan might not join in a technology embargo, the Japanese have already had their wrists slapped once by the U.S. for circumventing U.S.

economic reprisals against Iran. In addition, Japan is 201 dependent on Iranian oil, and might not be willing to risk further U.S. anger at a time when an American naval blockade of Iranian waters is a real threat. The U.S. has not asked other nations to halt' grain shipments to the Soviet Union and is committed to selling eight million tons of grain and corn itself.

It has simply asked that grain-exporting countries not leap into the market to make up the difference. 'The United States feels that strong allied backing in this area demonstrates Western solidarity in the face of a direct Soviet threat to international security," Hodding Carter said. is GOP's best: Javits john Mclaughlin Javits all but endorsed President yesterday, saying: now, he would be the best our country and for the Party, too." editors and reporters at Javits said that while he what the former President's are, he suspects that if current GOP candidates early spring, "Jerry may be about his availability, although think he'll enter any said that he would an nounce next month whether he intends to run for reelection. The ranking Republican member of the Senate Foreign Relations Committee, Javits said that he believes the Soviet invasion of Afghanistan is a prelude to a Russian attempt to gain control over the Persian Gulf. "We can't let that happen at any cost," Javits said.

The independence of the Middle East, he said, should be guaranteed specifically by Nato countries. If that doesn't happen, he said, the alliance "will be in great danger." Also, Javits said, the U.S. should move now to set up a system for reinstituting the draft.
