7 would have been 83 years old, oldest living ex-Mayor of Chelsea, former legislator and newspaper man, is dead here at his home, 6 Woodland st. Private funeral services will be held tomorrow at Douglass Chapel, 242 Washington Chelsea. He had been retired for 40 years. His father, an editor of a Boston newspaper, was private secretary to President Franklin Pierce and at the close of Pierce's administratoon was appointed to a Federal office in Eoston, coming to Chelsea to live i.i 1856. Arthur Babcock Champlin, who was to be known as "the Boy Mayor of Chelsea," was born Feb.

7, 1858, in a house at the corner of Division and 4ih sts. He often told, in reminiscence, of the early days when Chelsea was "a New England village" with elm-shaded streets, broad lawns and scattered houses. Horse cars ran to Boston, taking an hour and a half for the trip. The ferry was the favored transportation to the city. Arthur was educated In the Chelsea public school, at 23 became president of the Chelsea City Coun-t cil and in 18S6 was elected to the House of Representatives.

He was elected Mayor of Chelsea in 1888 and reelected In 1889. Among the "innovation" of his term in office were the first installation of electric street liRhting and the laying of brick sidewalls in Chelsea. Champlin was elected to the State Senate while still Mayor of Chelsea and served two terms there. He was founder (with his father) and publisher of the Chelsea Gazette and, in the 1870's was correspondent for the Boston Globe in Chelsea. In 1933 he wrote to the Globe that he still cherished in a scrapbook his letter of appointment from the Globe, dated Aug.

23. 1875, and that he had read the Globe, daily and Sunday, without missing an issue, since 1874. After retiring from political office and the newspaper business Mr, i Champlin, about the turn of the century, became manager of the Columbia Lithia Spring in Revere. While a resident of Chelsea he had been a trustee of the old Walnut Street llethodist Church and of the Y. M.

Jan. 8 -Rendering their-verdict on whether or not the town meeting members were Justified in voting $81,500 for plans and pur-hae of land for a new Junior high school. Wellesley's voters were swarming to the polls today In greater numbers than ever before except for a Presidential election. Judging by the volume of the vote up to 10:30 a. one town offlr cial predicted that 5500 ballots would be cast before the polls closed at 8 pm.

The issue was not whether the town needs a new Junior high. Voters were almost unanimous in cgrecmcnt that it docs. But there are those who do not approve the members' declflon to spend $21,500 for the Mulcahy tract of land, adjoining the old high school on Kingsbury st. T'cse citizens would prefer to have tre new school built on the lnrger Hunnewell Field tract, next to the present high $chcoL The controversy started last March, when a special limited town meeting voted to erect the school on land owned by the Isaac Sprague estate. There was immediate opposition and a referendum three months later Indicated that the voters preferred the Hunnewell site.
