Thaw Continued from the First Page It was the consensus floods will not occur if the thaw continues gradual, with temperatures approaching the freezing mark at night. Herman A. MacDonald, State Commissioner of Public Works, said last night, "Everything is under control. If the thaw continues slowly there will be no flood conditions for another month at least." Connecticut River Low Despite the heavy snow, which in Boston is 76 percent above average, the Connecticut River level last night was only five feet five inches, compared with a 19-foot flood mark. Precipitation of only two-thirds of an inch during the next five days is the long-range forecast of the Boston Weather Bureau, and temperatures will not rise above 35 degrees today.

Street conditions today are expected to be unchanged from yesterday, when pedestrians slogged through thousands of little rivers that appeared as the result of comparatively balmy weather. Driving conditions were treacherous, numerous accidents being reported. At Beverly. Robert Noonan, 7, son of Mr. and Mrs.

Alden Norman, 24 Mason suffered a skull fracture when he was hit by a truck operated, police said, by George I. Rand of Grove land. Deaths attributed to the storm of a week ago were still being reported throughout New England last night. George M. Rich, 83, of 17 Harley Dorchester.

died of a cerebral hemorrhage after he had cleared snow from a sidewalk. Lt Carroll A. Davis, 64. night supervisor at the Revere Police Station, died, of a heart attack yesterday upon returning' to the station after checking snow conditions. Parts of Brookline near Coolidge Corner were plunged into darkness last night when water seeping among wires caused short circuits.

Poles on Babcock and Howard its. were set afire. High Water in Cambridge -High water in Kendall Cambridge, yesterday afternoon flowed into the subway entrances, causing patrons to move slowly through the passages. Lechmere Cambridge, was under three feet of water in one section, with traffic into the Northern Artery moving at a slow pace. City workers were trying to open all catch basins in the vicinity.

One of the worst conditions existed between Mattapan sq. and Cleary Hyde Park. There was one to three feet of water there. Another bad spot was on the South Artery in Quincy, at Mt. Wollaston Cemetery, where there were at least two feet of water.

On Hancock a main thoroughfare in that city, slush and water had caused many holes in the road. A survey of a dozen other Greater Boston communities last night revealed no unusual conditions, but flooding of cellars was expected in many places. It's just a case of slush, Highway Department officials reported. The Boston Elevated Railway reported "very heavy riding" yesterday, and although there was some slow movement there were no serious delays. $1 9 008 295 Estate Left by Bar Harbor Woman NEW YORK, Feb.

16 (AP) Six defendants and the Ring ling Brothers, Barnum Bailey Circus, as a corporation, pleadel no contest in Superior Court today to charges of manslaughter filed as a result of the July 6 fire here where 168 spectators lost their lives and 487 others were injured. Ex-Lt. Gov. William L. Hadden, defense counsel, said flatly the defendants were innocent, but elected to plead no contest so they would be spared a long trial.

Otherwise, he said, the show would not be able to go on the road again and earn money to pay damage claims against it. State Atty. Hugh M. Alcorn Jr. asserted that while he appreciated the attitude of the circus and its people, there must be punishment for "criminal neglect" which he said was responsible for a fire that might have been put out with the stamp of a foot had persons concerned been on their job.

Judge William J. Shea, after listening to arguments by counsel nearly two hours, adjourned court until Tuesday morning, when the defense will conclude its presentation of the case and sentence will be imposed. Besides the circus, the defendants are: James A. Haley, Sarasota, vice president; George W. Smith, Sarasota, general manager; Leonard S.

Aylesworth, Sarasota, chief tent man; David W. Blanchfleld, Hartford, chief truckman; Edward R. Versteeg, Baldwin Park, chief electrician; William Caley, Chicago, chief seatman. All were arrested soon after the fire except the corporation itself and Caley, for whom warrants were issued today. physician, president-elect of the American Medical Association and former president of the Massachusetts Medical Society. "I believe that only dull and weary people turn their problems and their troubles, with their freedom, over to others, which is in this case the government," Dr. Lee affirms in today's issue of the New England Medical Journal in which he discusses "What Is Health Insurance?" Dr. Lee said emphatically that the country needs better medicines. "better doctors and better medical practice." but that the doctor is peculiarly a product and creature of the community.

"The present system of medicine in the United States, which beyond doubt is the most effective in the world, is far from perfect," he added, and "can and should be improved, particularly in so far as medical distribution is concerned." Tobin signed into law yesterday a bill fixing the salary of members of the Legislature at $2500 yearly, repiesenting an increase of $500 over compensation paid for annual sessions before they were discontinued in 1939.

Pay for biennial sessions has been $2500, plus $500 for expenses during the "off" year and a $360 emergency increase. The measure included several other provisions made necessary by the return this year to annual sessions, such as methods of filling vacancies in the Legislat Ire and compensation for attaches. The was the 44th signed by Gov. Tobin. Fifteen other bills signed yesterday were: Providing that paroles from any state school for the feeble-minded may be authorized by the superintendent Instead of by the trustees thereof.

Providing that the orders of commitment of persons to the state schools for the feebler-rninded shall be directed to the superintendents thereof. Providing for the ampintment of the No Reception March 17 Mayor John E. Kerrigan yesterday issued a statement, without any further comment, which read: "It has come to my attention that iome of my enthusiastic friends are making plans for a reception for me on March 17. -I ask my friends not to make any I political demonstration in my favor on that day and to observe the character of the day as much as possible. I feel that a public demonstration in my behalf would be out of place at this time when the sons of South Boston and every other community in the United States are giving their lives on our far-flung battlefronts." 1 111, 0.
