EL PASO HERALD MOVE TO LIMIT! TREATY DEBATE Senate Democrats Launch Plan to Invoke the Cloture Rule. Washington, D. Nov. movement to limit senate debate on the peace treaty by invoking the cloture rule was inaugurated today by Democratic leaders. A petition for cloture, requiring but 16 signatures for submission, was circulated by the administration leaders and soon had more than double the necessary number.

Some Republican leaders said thej would support the Democratic cloturt proposal, which had been circulatec after consultation between leaders both parties. Effort to Obstruct Pact. The petition said that there was an effort to obstruct the treaty by undue debate and asked that the cloture rule, limiting each time to one hour be invoked. When the petition would be presented was not determined by the administration leaders. Adoption of cloture requires a two- thirds vote.

While all of the signers of the cloture petition were Democrats, senator Underwood, who circulated the petition, said it was assured of considerable Republican support. It was explained that the cloture nropoaal, if presented today, could not come to a vote before next Friday, being required under the rules to lie over for two days. CLUB OFFERS. American delegation to the peace conference has informed the supreme council of its intention to leave France during the first days of December, according to semiofficial information from the French foreign office. The British peace delegation has also expressed the same desire and the the general impression in French conference circles is that the conference will conclude its work by the end of this month. The reply of Rumania to the allied note recently presented, in which it was again demanded that Hungary be evacuated, is regarded in ppace circles as wholly unsatisfactory.

The note, which was considered by the supreme council today, is characterized as extremely evasive. The Rumanians indicate a willingness to retire to the river Theiss, but decline to resoect the original armistice lints and also decline to comply with the allied request that they name a member of the interallied commission to compile the value of the goods seized in Hungary by the Rumanians so this amount can be deducted from the total of the reparations to Rumania. The note is held to indicate continued defiance of the supreme council. Smyrna Report. The council approved the report of the commission which had investigated conditions in Smvrna.

Referring to the incidents occurred during- the landing of the Greek troops, which were declared to have been caused by lack of precaution on the oart of the Greek military authorities, the authorities are asked to insure that order be maintained in the future and that be no recurrence of similar incidents.
