The attorney general said, Commandant John L. Quig-ley was a "special employee" of the state and not required to give full time to his state position during normal working hours. Quigley's pay as commandant is $18,000 a year. "As a special state employee," Brooke said in a report to the public, "It is clear that he (Quigley) would be porhibited from receiving or requesting compensation, or irom acting as agent or attorney for any private inter est, only with respect to the following: "A A particular matter in which he has at any time participated as a state employee; A particular matter which is, or within one year has been a subject of his of ficial responsibility; or A particular matter which is pending in the state agency in which he serving." In it, he provides that career and those that revolved around it with a calm, on-the-spot insight given to most other commentators only by recent hindsight.

The author is an unideolog-ical man. Although confessing a Republican bias, he is critical of most of the G.O.P.'s leaders, the FBI and J. Edgar Hoover also, and he is not very fond of Dwight Eisenhower. Americans for Democratic Action come in for withering disdain from Drury. An A.D.A.

convention, he says, "has a curious interest, like a bug stuck in amber another O-so-intense exchange of curiously shouted opinions which none of them bothers to listen to because nothing new will ever be added and they know it." The author also fricassees the State Department: "With the sort of wan dignity best exemplified by the Secretary (Acheson) himself, the policy people of the department revolve within the tight little circle of their own vac uity." Drury ridicules the top brass of the military as "little mechanical robots." Yet his rhapsodic writing after the beginning of the Korean War would make Douglas MacArthur's or Winston Churchill's prose seem in comparison rather chicken-hearted. "Three Kids in a Cart" is passionate writing from a passionate time. But its fury and anger are not aimed at the men in Washington who run "a human kind of government, a decent kind of government," but to the people. "To some people history has given the privilege of placing all the blame on their leaders but not to us," Drury says. "The ultimate decisions are made by us.

On us rests the heavy burden of 10 wasted years." MARTIN F. Brooke indicated he had not looked into that possibility. Without being askeu. the attorney general stated, he decided on his own that Quigley was a "special state employee" who could moonlight if he wished. Allen Drury's latest collection of journalistic endeavors proves that his truth is more readable if not more profitable than his fiction.

After "Advise and Consent" ebout the U.S. Senate and "A Shade of Difference" on the U.N., both novels treating of fictional cogs in those power-structures, Drury has turned to real men, those he cov- ered in Washington during America's postwar decade. For most of that time, Drury was in the einplov of the Palo Alto, Times. He later joined the New York Times, which provided him with the sparkling anecdote that gives the book its title and its final chapter. The body of the book are the colums he wrote for California, pruned and clipped.

"Three Kids in a Cart" is all characters and no plot, of course, although the author says that "this is a book of patterns and repetitions." The patterns and the repetitions are all bad ones, he feels, mostly in the field of foreign "policy, a chapter he has called "The Retreating Republic." Cassili-ano, a fugitive from justice from New Jersey, had been indicted by the Suffolk County IGrand Jury, the jurist blew up. "I don't like the high-handed methods used by the high brass of the M.D.C. and will so notify the superintendent and the commission," he declared. He pointed out his court had always cooperated with the M.D.C. and expected to be advised of matters effecting his jurisdiction.

He also commented that apparently the M.D.C. ranking officers were miffed when he ordered a reduction of bail from $25,000 for each man to $2000. Later, when the judge learned that Cassiliano, alias Conti, was sought on a fugitive warrant from New Jersey, he rescinded the bail and ordered him held at Charles Jail. Federal agents said the suspect is wanted in New Jersey on a charge of assault with a dangerous weapon. Cassiliano and Barboza, alias Baron, were arrested after they scuffled with M.D.C.
