By ELIZABETH SULLIVAN Like the weather, viewers are squawking about this season's TV programs but nobody is doing anything about it. Broadcasters are saying firmly: "We want to hear from audiences." Go ahead and write your views to the president of the networks. Furthermore, the American Council for Better Broadcasts want your opinions, too. The council is currently conducting its annual "Look-Listen Opinion Poll," now in its 14th year.

When the poll is completed, a report will be j-ent to networks, sponsors, the FCC and to congressional committees. While this poll may have been brushed off in other years, it's a sure bet the network chiefs will pay heed to public opinion this year. TV's image is mightly low.
