By JOHN HARRIMAN Cuba is apparently coasting into the brew of trouble that has been in preparation since the taking of power by the Castro regime. Last week the Government slapped duties on literally hundreds of items that Cuba must import, from certain kinds of food to automobiles and machinery. So high are these duties from 30 to 100 percent ad valorem that they will virtually stop almost all import of some merchandise particu-' larly as importers will not be able to pass on increase in duties in higher prices. 9 o'clock.
