Ottawa Journal Page 21 NHL draft picks having pecuniary problems PHILADELPHIA AP) The worm has turned in the National Hockey League as Brian Propp, a No. 1 draft choice, learned in signing with Philadelphia Flyers. The club, not the player, wields the negotiating hammer these days -as a result of the World Hockey Association going out of business. The Flyers announced Tuesday the signing of Propp, four other draft picks and a free agent. They also disclosed that Bernie Parent, their one-time premier goaltender forced to retire because of an eye injury, has been made an assistant coach.

Parent now will work with another former great goalie, Jacques Plante, in coaching Flyers' goal-tenders in the major and minor leagues. Named previously as new assistants to head coach Pat Quinn were Bobby Clarke and Joe Watson. Clarke will be a playing coach, while Watson also was forced into retirement by an injury. The other players signed in addition to winger Propp were defenceman Blake Wesley, winger-centre Lindsay Carson, winger Don Gillen, winger Gordie Williams and free agent Fred Willams, a centre. None of the contract terms was disclosed.

Goalie Pelle Lindberg and defenceman Tomas Ericksson, both drafted by the Flyers, will play for Sweden in the Winter Olympics at Lake Placid, N.Y. The interesting story in this mass signing of draft choices was that of Propp, who until this year could pit the WHA against the NHL in bargaining for a rich contract. Watters is assistant to Alan Eagleson, head of Toronto agent Bill Watters, who negotiated the NHL Players' Association, and has assumed Propp's contract, said that generally speaking No. much of the contract negotiations formerly con-1 draft choices are getting about 80 per cent of ducted by Eagleson. He said the bargaining what they could demand before the hockey merger process has come to hammering out a fair and' and minor leaguers about 40 per cent.

equitable deal with the GNIs. Another change is that these draftees are signed to what has become known as the two-way contract. If they make the NHL club, they get the full contract. If they're sent to the minors, they get half. Previously, if they were sent to the minors they still collected the full amount.

"It certainly is a new ball game," Watters said. "The last two weeks I've discovered I have to rely strongly on my relationship with the general managers." SLAPSHOT: Vancouver Canucks have signed goalie Ken Ellacott to a three-year pact. Ellacott. 20, who, like incumbent netminder Glen Ilanlon is slight at five-foot-eight and 155 pounds, was the Canucks' third-round pick in the NHL's entry draft. Ellacott played last season with Peterborough Petes, the current Memorial Cup champions.

Vancouver also signed defencemen John Hughes and Greg Hubick, who have previous professional experience. Wednesday, September 5, 1979 Olympic squad defeats inns HELSINKI (AP) Kevin Maxwell, a 19-year-old from Vancouver who plays college hockey at North Dakota, scored two goals and drew an assist on another goal to pace Canada's Olympic hockey team to a 5-3 win over IFK of Helsinki in exhibition hockey action Tuesday. Maxwell played on a line with two other Vancouver skaters Kenny Berry and Glen Anderson, both attending the University of Denver. Anderson, Jim Nill of Calgary and Shane Pearsall of Toronto scored the other Canadian goals. IFK, one of the top four clubs in Finland last year, led 2-1 early in the second period on a goal by Frank Neal, a Canadian who had been considered an outstanding prospect for the Olympic squad.

But after that goal, 35 seconds into the middle period, the contest turned in the Canadian's, favor although Matti Hagman, who had stints in North American pro hockey with Boston Bruins and Quebec Nordiques, did pull the Finns even two seconds before the period ended when he picked up a loose puck that Neal had saved on a cleared pass to the centre ice zone. In the closing minutes the Canadians, leading 4-3, survived an IFK assault while killing off a minor penalty to Paul McLean and Maxwell ensured the victory with his second goal. The Canadian team is embarking on a prolonged season leading to the Olympic Games at Lake Placid, N.Y., next February. They've drawn the Finnish national side in the preliminary round at the Games. Canada names mission chief for '80 Games MONTREAL (CP) Denis Whitaker of Toronto, chairman of the Canadian equestrian team, has been appointed chef-de-misslon for Canada's contingent of athletes that will attend the 1880 Olympic Games at Moscow, Dick Pound, president of the Canadian Olympic Association, said Tuesday.

Whitaker, 64, a longtime governor of the Olympic Trust, the fund-raising arm of the COA, and head of this country's equestrian teams at several international games, replaces Hungarian-born Imre Szabo.
