The small college, in particular, must run a more economical unit if it is to compete with the larger and richer institutions of higher learning, said Prof. Seymour E. Harris, who addressed the Council for the Advancement, of Small Colleges at the Statler Hilton. One of the main reasons for college inefficiency, said Harris, is that the faculty is left out of budget determinations, generally established by the trustes and administration.

Yet it is the faculty which, in taking the major responsibility for the curriculum, determines the size of the budget and especially the allocation of funds for instruction and plant, noted Harris. Another reason for highcost operation is tenure, he said. "Since tenure usually comes to a teacher in his early 30's, this means that at a first class university ne $1 million will be comi ted to tenure during a of 35 years." He added that mistakes are often made in the granting of tenure and that assurances of status for a long period may impair motivation. Criticizes Small Classes Noting that large classes represent a saving of resources and the most effective use of teachers, Harris chided college administrators who continue to favor the small and expensive class. To operate more colleges should plan more carefully, he said.

Planning should based on such facthe institution's goals, projected enrollment, curriculum, funds needed, sources of funds, choice of sites, the location of the students and staff salaries. Harris praised the 60 small colleges of the Council for advancement for moving in the right direction by increasing enrollment (46 percent in four years) substantially more than the national average. "In this manner," he said, "you will be able to keep down your unit costs." But he added that the small college must improve its financing, use more realistic scholarship and loan programs, get more help from business and government sources and rely current gifts more than on endowment. Country Diary The Ultra Ultra In Farm Buildings One of the minor mysteries of life is just what triggers inspiration. For instance, there's the case of the agricultural engineer who looked at a homemade Christmas tree ornament and was inspired to come up with a brand new design for farm buildings.

Both the ornament and the new building design are the work of Robert C. Liu of the Agricultural Research Service. He got the idea for the new building design while making a Christmas tree ornament which he scribes as a 20 ray star known geometrically as a stellated icosahedron. Liu hopes to have the first building of this radical design completed and ready for occupancy early next Spring. The building will be a partial sphere with a pentagonal base.

It will be constructed of elongated diamond shape panels. The panels will be covered with flexible maformed into curved terialses known to engineers as hyperbolic paraboloids, The paraboloids are hyperbolic in the mathematical sense only, we are informed. Along about there, we lost the thread. This is one building most of us would have to see to believe. EARL BANNER Emil K.
