A. deficit, now borne by the 14 cities and towns gprved directly by the transit system, would be shared by an edditional 14 fringe communities under a bill approved by the House Ways and Means Committee yesterday.

The measure has won committee approval consistently in recent years, but always has been defeated. Under the bill, the communities would pay 25 percent of the deficit in proportion to population. Their share of this year's deficit would be $1,678,658, leaving Boston and the other communities to pay $5,035,976. Communities affected by the measure would be Canton, Ded-ham, Lexington, Melrose, Need-ham, Quincy, Randolph, Saugus, Stoneham. Waltham, Wellesley, Weston, Winchester and Win-throp.
